Responsibilities

The successful LMI Supply Chain/Bulk Fuel Logistics Planner will work in the Bulk Fuels Division of the USTRANCOM J5 and demonstrate competency in planning development, oversight, and feasibility assessments in support of combatant commands.  The candidate will review TPFDD development, review Appendix 1 to Annex D of combatant command plans, and conduct bulk fuel feasibility analyses of those plans.  The candidate will evaluate global bulk fuel risk assessments, studies, and wargames and incorporate lessons learned into the planning process.  The candidate will review days of supply guidance coordination, IMP, petroleum war reserve requirements development and oversight, pre-positioned war reserve stocks development, monitoring, and changes and provide inputs to the joint staff.

 

Responsibilities may include:

  • Assist Senior Planner in the coordination of Bulk Fuel Planning Development, Oversight, and Feasibility Assessments in support of CCMDs.
  • Review and assess TPFDD Development, review Appendix 1 to Annex D of CCMD plans, Conduct Bulk Fuel Feasibility Analysis on CCMD plans.
  • Evaluate GBFMD risk assessments, studies and wargames and incorporate lessons learned into planning processes.
  • Assist Senior Planner in the review and assess Days of Supply (DOS) Guidance coordination, IMP, Petroleum War Reserve Requirements (PWRR) development and oversight, Pre-positioned War Reserve Stocks (PWRS) development, monitoring, and changes, and provide inputs to Joint Staff and coordinates with CCMDs/Services.
  • CONUS/OCONUS travel.
  • Coordinate with JDPAC for analysis support.
  • Participate in exercises, as needed; may require shift work during exercises and contingencies. 
  • Provide consulting services on DoD logistics strategy and supply chain materiel management policy and guidance related to bulk fuel, with particular focus on wholesale and retail level inventory management processes, policies, performance measurement and analysis.
  • Support and lead projects analyzing and making improvement recommendations on existing system-support supply chains at both the wholesale and retail levels 
  • Provide support for inventory management, provisioning, distribution, and packaging principles, concepts, policies and processes to ensure enterprise wide efficient, cost effective end-to-end logistics performance.
  • Support progress in correcting audit findings and material weaknesses in Inventory, Operating Material & Supplies, and Requisitioning.;
  • Analyze and assess logistics and supply chain policies and procedures against current performance metrics and make recommendations on policy and/or process improvements.
  • Provide administrative and technical writing support for the successful maintenance and update of supply chain issuances and policies
  • Prepare and finalize correspondence including letters, memoranda, briefings, speeches, presentations, meeting minutes, and reports
  • Create outbriefs for TRANSCOM and CCMD Senior Leaders on results of BFFAs.

Qualifications

MINIMUM:

  • Bachelors degree in business administration, supply chain management, logistics, or similar discipline  
  • 5+ plus years’ experience in DoD bulk fuel, logistics, and supply chain management.
  • Knowledge of commercially based advanced modeling, networking, scheduling and inventory optimization systems and techniques in order to support development of supply, inventory management, and distribution policy to improve materiel management of spare part inventories.
  • Good quantitative and analytical skills 
  • Demonstrated
