About the role

Job Description

The New York City Housing Authority (NYCHA) seeks Deputy Director of Access Services, serving as the Americans with Disabilities Act (ADA) Coordinator, to lead the development, implementation, and oversight of a comprehensive ADA compliance program for its employees and public housing residents. This role will be pivotal in ensuring equitable access to services, including American Sign Language (ASL) and other auxiliary or accessible features, language interpretations and translations, and employee and resident reasonable accommodations. This position will report directly to the Vice President of the Office of Diversity, Equity and Inclusion.

The ideal candidate is an attorney with experience in employment and disability rights law, policy and program development, who can collaborate with residents, staff, and vendors to uphold NYCHA’s obligations under the ADA, Section 504, and local laws.

Under general direction, with wide latitude for the exercise of independent judgment, responsibilities include the following:

- Design and/or enhance and implement policies and procedures for ASL and other auxiliary services, reasonable accommodations, and language interpretations and translations for residents and employees Citywide and at all NYCHA developments and customer service contact centers.
- Establish and/or enhance processes and systems for employees and residents to request ASL interpreters, reasonable accommodations, and language access services.
- Develop tracking and reporting platforms to monitor requests, decisions, vendor performance, and other metrics.
- Develop and lead training for frontline staff on ADA obligations, cultural competency, and service protocols.
- Manage a team of coordinators who are primarily responsible for data entry of initial requests, preliminary correspondence, and vendor services.
- Oversight and dotted line reporting from other NYCHA departments responsible for the handling and implementation of ADA-based requests.
- Ensure compliance with federal (ADA, Section 504), state, and local disability laws.
- Develop an ADA transition plan and conduct a “self-evaluation” of other access barriers in public housing or employment, recommending solutions to mitigate such barriers.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
