Job Description:

The Manager, Financial Crime Risk Management role leads and develops a team of professionals who provides oversight, expert policy / regulatory guidance and advisory services and/or a control function related to specialized domains of TD's AML/ATF/Sanctions /ABAC programs. This role provides specialized project support or services. This role supports the development and maintenance of TD’s FCRM program, including assigning workflow to analysts, providing governance and support, and addressing and escalating issues. Additionally, this role oversees the timely execution of periodic and/or event driven reviews using a risk-based approach to align with policy and regulatory requirements.

The Financial Crime Risk Management (FCRM) Sanctions Screening Quality Assurance (QA) Manager is responsible for the execution and oversight of the Screening QA program as directed by QA Management in line with the standards set forth by the Head of FCRM Quality Assurance. To be successful in this role, a candidate should possess an advanced knowledge/understanding of screening operations, OFAC and OSFI regulations, and possess a challenge mindset with good interpersonal and communication skills.

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Leads and manages a team of professionals and overall operation of a diverse group in an area of moderate risk, complexity or scope
  • Ensures an integrated approach with other business management areas, broader organization, and enterprise as appropriate
  • Deep knowledge and understanding of businesses / technology, and organizational practices / disciplines
  • Sound to advanced knowledge of external competition, industry and/or market trends in relation to own function / business
  • Focuses on short to medium-term issues

Education & Experience:

  • Undergraduate Degree

  • 7+ years of experience

Preferred Skills: 

  • 5+ years' experience working in a challenge or advisory function (e.g., Internal Audit, ORM, Risk Oversight) within the financial services industry. 
  • 5+ years’ managing and leading a team  
  • Skilled knowledge and familiarity with BSA/AML, OFAC and OSFI Regulatory requirements, with particular focus on transactions/payments and name screening processes.   
  • Certified Anti-Money Laundering Specialist (CAMs), and/or Certified Global Sanctions Specialist (CGSS)   
  • Strong analytical skills, multi-tasking, working against tight deadlines, and active hands-on management of work 
  • Strong written and verbal communication skills, with the ability to present findings clearly and concisely. 
  • Ability to work independently and as part of a team, with a high level of integrity and attention to detail 
  • Challenge mindset and attention to detail to complex issues 
  • Proficiency with standard computer applications including Word, Excel, and PowerPoint. 

Customer Accountabilities:

  • Manages a team of FCRM professionals providing oversight and control related advisory services to FCRM partners
  • Provides guidance, leadership, coaching and development to ensure operational results and professional / personal development objectives are achieved
  • Works with executive team, senior business management / partners to develop proactive
