We are seeking a Financial Compliance Manager Energy – Remote.  This remote position is based out of our Richland, WA office.

How will you contribute to the team?  

  • Provides insight to the PMO, association, and subrecipients regarding government regulations and the OCED Cooperative Agreement.

  • Develops, submits, and monitors the associations provisional billing rates until the end of the year when the incurred costs submission will need to be developed and submit to OCED for final audit and approval of the rates.

  • Reviews accounts for compliance with company policy and for unallowable costs in accordance with FAR Part 31, 2 CFR 200 and/or 2 CFR 910, to insure allowability of costs included in the cost share and incurred cost submission.

  • Review subrecipient submitted invoices for compliance with the OCED Cooperative Agreement.

  • Researches government cost and compliance issues within the PMO, association, and subrecipients and recommend appropriate follow-up actions.

  • Acts as the interface to any government audits of the PMO or association, conducts audit exit conferences, and drafts the response to the audit report as necessary.

  • Sets up and maintains an auditing program for costs claimed in the cost share and indirect rates coming from seventeen project partners.

  • Reviews audit work performed by contracted external auditing agencies for completion and accuracy.

  • Follows up proactively and tracks identified findings within the PMO, association, and subrecipients from compliance programs, internal audit, and U.S. government audit reports.

  • Communicates effectively and coordinates across the organization to ensure consistency and compliance with government regulations.

  • Prepares and conducts compliance related training to the PMO, association, and subrecipients as needed.

  • Prepares and administers budget according to plan. Monitors budget variances, provides explanations on variances and takes appropriate action.

  • Follows organizational policies and procedures and ensures staff is in compliance.

  • Performs other duties as assigned.

What will you contribute? 

  • Bachelor's degree required in Accounting, Finance or a Related Field.

  • A Master of Business Administration or Master of Accounting preferred.

  • A minimum of 10 years government financial compliance experience or 10 years combined government contracts and accounting experience.

  • A minimum of 5 years of management or leadership experience.

  • A minimum of 10 years of experience working with government auditing agencies on compliance reviews and audits.

  • Experience with Deltek Costpoint preferred.

  • MicroSoft Project and/or Microsoft Excel.

  • Detailed knowledge of Federal Acquisition Regulations (FAR), Government Cost Accounting Standards (CAS), Code of Federal Regulations (CFR) for grants, agreements, and awards, Generally Accepted Accounting Principles (GAAP), and International Financial Reporting Standards (IFRS)

  • Ability to understand complex overhead rate structures and prepare accurate, timely submissions.

  • Demonstrated success in a management or leadership position.
