STV is seeing a Planning Manager – Tolling, Transportation for the Transportation Group.
Position Overview
STV is seeking an experienced, dynamic Planning Manager with Tolling Expertise to join our expanding Transportation West Division. This is an exceptional opportunity to lead and deliver transformative transportation and tolling projects throughout the Western U.S., with a strategic focus on California, and important emphasis on Oregon and Washington markets. The role may also support projects originating from our growing national Planning and Advisory Services group. While the role primarily serves the Western region, it offers the flexibility to be based from any location with an STV office.
As a Planning Manager, you will play a pivotal leadership role in shaping regional and statewide transportation strategies, including congestion pricing, toll policy development, equity frameworks, and advanced mobility solutions. You will work directly with public agencies and private sector clients to design and implement forward-thinking, equitable, and sustainable transportation solutions.
Key Responsibilities
Practice Leadership and Team Development
Work directly with a team of transportation planners, engineers and analysts, fostering a culture of collaboration, technical excellence, and innovation.
Support the growth of STV’s tolling and advisory services across California, while also strengthening presence in Oregon and Washington.
Encourage continuous learning and professional development within the team through leadership and mentoring other professionals.
Technical Expertise and Project Delivery
Direct complex transportation and tolling studies, including feasibility studies, alternatives analyses, environmental impact evaluations, and strategic implementation plans.
Integrate Smart Cities concepts, Intelligent Transportation Systems (ITS), and emerging mobility technologies into planning and advisory work.
Manage project scopes, budgets, schedules, and deliverables, ensuring superior quality and client satisfaction.
Provide technical leadership on toll policy development, pricing strategies, funding approaches, and operational frameworks.
Client and Business Development
Build and nurture strong relationships with transportation agencies (federal, state, and local), metropolitan planning organizations, and private clients — with a priority focus on California, and robust engagement in Oregon and Washington.
Lead and support business development initiatives, including pursuit strategies, proposal development, and high-impact presentations.
Identify and capitalize on new market opportunities in tolling, congestion pricing, and mobility innovations across the Western U.S.
Thought Leadership and Industry Engagement
Represent STV at regional and national conferences, committees, and industry organizations (e.g., ITS America, IBTTA, AASHTO).
Contribute to internal and external publications and thought leadership on innovative transportation and tolling practices.
Support grant writing and policy advocacy to secure funding and drive client initiatives forward.
Requirements
Education: Bachelor’s or Master’s degree in Planning, Engineering, or related field. Master’s degree preferred.
Experience:
Minimum of 10 years in transportation and/or city planning, with at least 5 years focused on tolling or congestion pricing.
Demonstrated success in delivering complex, multidisciplinary planning projects and leading high-performing teams.
Proven experience with public agency clients and private sector partners in California, and familiarity with transportation markets in Oregon and Washington.
Skills:
Strong technical expertise in transportation planning, tolling policy, and advanced mobility technologies.
Excellent project management skills, including the ability to manage complex scopes, budgets, and schedules.
Outstanding communication and presentation abilities, with skill in engaging a diverse range of stakeholders and representing STV effectively.
Proficiency in industry-standard tools (e.g., MSOffice Suite, ArcGIS, Adobe Creative Suite; experience with 3D modeling software is a plus).
