Job Duties

This technical position operates within a high‑volume DMV regulatory environment and serves as the program manager responsible for directing, developing, and implementing evaluation and compliance measures for the Agency’s online programs and internal support functions. The role ensures that online program operations meet regulatory, security, and performance standards while supporting continuous improvement across multiple systems.

The Program Manager acts as the primary point of contact for internal and external audit and reconciliation activities related to Agency assets administered through online programs. This position also serves as a key liaison with software vendors, IT, IT Security, Legal, and Process Efficiency teams to strengthen automation and ensure adherence to Agency security guidelines.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

*Advanced technical and business writing.
*Proven project and cross-functional leadership.
*Strong analytical capability to assess and recommend organizational, process, and system improvements and present findings.
*Expertise in interpreting statutes and regulations to implement complex programs and policy changes.
*Ability to design dashboards to monitor, measure, and enforce third-party vendor performance..

Additional Considerations

• Experience with DMV systems and titling/registration processes.
• Proficiency in managing vendor relationships and implementing technical solutions.
• Experience in DMV operations or online program management, including legislative implementation.

• Background Check: Must pass a fingerprint-based background check.
• Licensure: Must possess a valid driver’s license with no less than 6 demerit points and no major convictions.
