Join our dynamic team as a Clinical Services Administrator, where you'll play a critical role in shaping the future of behavioral health services within our division at DHHS. As a key leader, you'll bring your expertise to the forefront, analyzing and developing innovative strategies to ensure seamless compliance with federal and state funding requirements. By overseeing the management of block grants, discretionary grants, and state appropriations, you'll have a direct impact on advancing our division’s mission to provide high-quality care and support to those who need it most."


 

Examples of Work

 for the Clinical Services Administrator

  • Administrate a statewide community-based delivery system, identifying and overseeing the implementation of new Evidence-Based Practices (EBP) for the treatment of mental health and substance use services. Develop and monitor the flow of consumers into and out of the Regional Center System.
  • Provide clinical consultation with partners including Divisions of Medicaid & Long-Term Care (MLTC), Developmental Disabilities (DD), Children and Family Services (CFS), and Public Health (PH) as well as the Administrative Office of Probation. 
  • Apply your clinical expertise in determining outcomes of provider/consumer appeals brought before the Division connecting with the QI and Network Teams to settle issues and bring appeals to favorable resolution. 
  • Support the Behavioral Health Network and Division partners in developing and implementing Certified Behavioral Health Clinics (CCBHCs) across the state of Nebraska.
  • Develop, implement, and/or oversee Home and Community-Based Waivers.
  • Create and implement Unit-wide policies and procedures of significant scope and impact to Division operations and use significant judgment to resolve problems and direct Unit efficiencies. Develops and implements mechanisms to uphold fidelity to the monitoring process for the First Episode Psychosis (FEP), Assertive Community Treatment (ACT) programs, Supported Housing, and Supported Employment- Extended Services programs, for example.

Minimum Hourly Rate: $37.057

Minimum Permanent Rate: $38.910 upon successful completion of original probation.

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications: Master’s degree in psychology, social work, counseling or related field. Current professional license in a behavioral health professional field. Experience implementing and/or oversight of Evidence-Based Practices. Experience supervising a diverse team of professionals.

Other: Valid driver's license or the ability to provide independent authorized transportation. 

Knowledge, Skills and Abilities

Knowledge of:

  • Federal and state laws relevant to behavioral health services in Nebraska. Knowledge of behavioral health conditions and diagnoses.
  • Quality assurance/improvement principles and analytical methodologies.
  • Strategic planning and resource allocation including coordination of available human resources.
  • Budget principles and practices.
  • State regulations and state-defined service definitions for behavioral health services within the public behavioral health system.
  • Direct behavioral health service provision, cross-cultural communication, and urban, rural and frontier service delivery for mental health and substance use treatment services.

Skill in:

  • Communicating information and application of logic and reasoning to identify complex problems, evaluate options and implement solutions.
