Job Description
Overview
The Senior Administrative Hearing Officer manages the Parking Adjudication activities to ensure they are conducted accordant to city ordinances, regulations, and other policies.
Essential Functions
1 Manages, maintains, monitors, and ensures the effective administration of the City's Parking Adjudication section and processes; ensures accurate and efficient operations of adjudication hearings.
2 Develops, implements, and coordinates policies for both short and long-range administrative adjudication program plans.
3 Prepares an annual operating budget, prepares financial reports, and monitors funding reports for accuracy, consistency, and effective management.
4 Examines all documents and supporting evidence to determine if evidence supports charges and reaches a decision about the case; conducts and handles boot and tow hearings ensuring appropriate resolution.
5 Conducts walk-in and mail-in hearings, including boot hearings, and an appeal process to accommodate all citizens' parking violation appeal hearings.
6 Implements new adjudication operational policies and procedures and monitors the process to assess results and effectiveness.
7 Reviews section's daily hearing activity reports and audits closed cases monthly for accuracy and appropriateness of actions taken by staff.
8 Responds in writing and verbally to citizens' parking violation questions and complaints, including consulting with citizens whose vehicles have been booted and/or towed to inform them of their options.
9 Reviews voided parking citations and ensures that they have been listed on the computer database.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of principles of administrative adjudication.
2 Ability to interpret and explain parking ordinances, regulations, and policies.
3 Establishing and maintaining effective working relationships.
4 Ability to handle volatile situations.
5 Communicating effectively verbally and in writing.
6 Ability to operate standard office equipment, personal computers, ten- key calculator, etc.
7 Knowledge of customer service and ability to supervise and oversee other Officers.
8 Ability to gather evidence, perform research, and make sound decisions.
MINIMUM QUALIFICATION:
EDUCATION
Bachelor's degree in Business, Criminal Justice, Law Enforcement, Public Administration, or other related fields.
EXPERIENCE
- Five (5) years of experience in court or legal office administration involving:
- Case management
- Parking or traffic citation adjudication
- Customer service requiring heavy phone/public contact
AND
- One (1) year of supervisory or lead work responsibilities ( This experience may be included in the required experience listed above.)
OTHER REQUIREMENT
- No outstanding citations or warrants
- Must be able to pass extensive background check
EQUIVALENCIES
- Master’s degree or higher in a specified field plus three (3) years of the required experience including one (1) year of supervisory or lead work responsibilities will meet the education and experience requirements
- Bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience including one (1) year of supervisory or lead work responsibilities will meet the education and experience requirements
