Position Summary
The Budget Manager directs the activities of a medium-sized professional and administrative support staff by interviewing applicants, hiring, terminating, assigning and reviewing work, training, and evaluating the performance of incumbents. Analyzes monthly department budgeting and accounting reports to maintain expenditure controls. Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparation. Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations. Summarizes budgets and submits recommendations for the approval or disapproval of funds requests. Reviews operating budgets to analyze trends affecting budget needs . Compiles and analyzes accounting records and other data to determine the financial resources required to implement a program . Performs cost-benefit analyses to compare operating programs , review financial requests, or explore alternative financing methods. Performs other duties as assigned.
Education and Professional Work Experience
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting, finance, financial management, general business, or a related field; plus, five years of experience in accounting, financial management, or a related area, including one year of supervisory experience

- Knowledge of state fiscal and budgetary laws, policies, and procedures.
- Knowledge of supervisory practices and procedures.
- Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates.
- Ability to analyze data and situations, project outcomes, and resolve problems.
- Ability to evaluate the operation of the accounting system and recommend modifications.
- Ability to interpret laws and regulations.
- Ability to write proposals, justifications, and policies.
Job Responsibilities and Expected Results
- Researches, analyzes, and evaluates agency operations, funding sources, programs , and fiscal records to determine budgetary needs and effects of new programs.
- Collaborates with Assistant Directors to develop program budgets that are complete, accurate and compliance with current regulations.
- Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems.
- Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification and program knowledge .
- Participates in drafting legislation and monitors and advises legislation during legislative sessions.
