About the role

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Reporting to the Manager I of the Material Planning & Control Group (MPCG) within the Asset & Material Management Department, the Matrix Operations Supervisor II will support the Nevada National Security Site (NNSS) missions. Key responsibilities include creating and maintaining warehouses and storerooms across the complex, utilizing MPCG designed processes to ensure optimal use of, and data integrity in, the Maximo system.

 

Key Responsibilities

  • Team Leadership & Development:

    • Directly supervise the matrixed MPCG team, consisting of ten Material Planning & Control Specialists (MPCS) and seven Teamsters across four storeroom locations.
    • Conduct performance evaluations for MPCS staff.
    • Approve time for direct reports.
    • Participate in recruiting, selecting, orienting, and training MPCS staff.
    • Create an environment where employees feel empowered to raise and resolve issues.

     

  • Operational Management:

    • Normalize workflows across core and matrix departments.
    • Design and monitor performance metrics for assigned teams.
    • Oversee the training and operations of the QG Tracking system.
    • Direct the creation of all new items to support data integrity in the Inventory Module.
    • Provide technical guidance and, at times, perform tasks similar to those supervised.

     

  • Procurement & Supply Chain:

    • Lead the development, coordination, and implementation of site, facility, and project-specific procurement plans for supported departments.
    • Provide senior-level procurement supervision to MPCG matrixed personnel.
    • Offer guidance on purchasing policies, programs, and procedures to supported departments.
    • Develop and assist in preparing MPCG department policies and procedures.
    • Prepare and deliver procurement presentations to management, employees, and clients on OTC, special order material, and sub-contract procurements.
    • Represent the MPCG Department in meetings and consultations with Procurement, PEG, Prime Contract, Project, and assigned Matrix departments.
    • Advise supported management teams on supply chain developments and recommend stocking and purchasing requirements to optimize space, budget, and program constraints.

     

  • Compliance & Strategic Oversight:

    • Apply knowledge and experience to ensure policy decisions, procedures, and operations comply with MSTS and DOE regulations, procedures, and federal/state laws with minimal supervision.
    • Utilize independent judgment, creativity, and initiative to evaluate alternative problem-solving methods.
    • The reporting location will be NNSS Mercury, Nevada.
    • Perform other duties assigned by Management.

Due to the nature of our work, US Citizenship is required for all positions.

 

  • Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.

     

  • Proficiency in software applications such as MS Office (Word, Excel, PowerPoint, Access) and experience with Oracle and Maximo systems for data input and retrieval.

  • Demonstrated experience in scheduling and customer service within dynamic environments.
