About the role

Nemean Solutions, LLC is looking for a Commander Naval Air Force (CNAF) Contractor Special Security Representative (CSSR) / Security Manager - Journeyman - Norfolk, VA.

Background:

CNAF is the aviation Type Commander (TYCOM) responsible to U.S. Fleet Forces (USFF) and Commander U. S. Pacific Fleet (CPF) for providing manned, trained, and equipped squadrons, detachments, and aircraft carriers (CVN) to Joint Commanders in support of the National Military Strategy. The contractor shall provide professional, administrative, or technical services that support CNAF N2 special security program requirements in a continuously growing and complex security minded and mission-oriented environment.

Requirements and Qualifications:

  • The contractor will have at least 5 years of experience in the Navy Special Security Administration.
  • The contractor shall provide the necessary timely support to meet emergent requirements as requested by the program manager, technical point of contact, or other properly designated authority.
  • The contractor shall perform the following tasks related to processing security clearance investigation requests for COMNAVAIRLANT staff personnel.
  • Track investigation due dates for command military and civilian personnel and initiate investigations using the Office of Personnel Management's e-QIP or subsequent DoD system (i.e. NBIS).
  • Review completed investigation requests for accuracy and completeness for release by the Force Special Security Officer.
  • Reset applicant accounts and assist applicants with access issues.
  • The contractor shall perform helpdesk functions related to Defense Information Security System (DISS) and subsequent system(s):
  • Process account requests for claimancy Senior Intelligence Officers (SIOs), Special Security Officers (SSOs), Special Security Representatives (SSRs), and their support personnel. Submit these requests to the approving authority via Force SSO.
  • Process account unlock/reset requests for claimancy SIOs, SSOs, SSRs, and their support personnel. Submit these requests to the approving authority via Force SSO.
  • Maintain claimancy account records, ensure user accounts are purged when no longer needed, submit point of contact data updates as required.

Must have extensive knowledge of the following U.S. Navy and Intelligence Community policies and programs:

  • DISS
  • Intelligence Community Directive (ICD) Number 705
  • Department of Defense Manual 5105.21 and 5200.01
  • Secretary of the Navy Instruction 5510.30
  • Security Executive Agent Directive 3
  • Committee on Nation Security Systems
  • Department of Defense Lock Program

Physical Demands: Must be physically able to be on their feet for several hours each day. Additionally, work requires physical exertion such as periods of stretching, bending, reaching, lifting or similar activities. Must be able to lift 20 pounds in order to move materials for receipt, inventory, transfer, and destruction, as required.

Security Requirements: All contractor personnel engaged in the accomplishment of this effort are required to have and maintain a TOP SECRET with SCI security clearance. An Interim clearance is not acceptable.

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0600-1800 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

Place of Performance: Work will be performed primarily at the Intelligence Directorate offices of Commander, Naval Air Force, Atlantic located in Norfolk, VA.

Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
