Johns Hopkins Public Safety is seeking a Manager, Public Safety Training to participate in the planning, development and delivery of basic, advanced and specialized training for University and Medicine Public Safety/ Security personnel. Provides for the daily supervision of the Johns Hopkins Public Safety Training Center and a dynamic group of permanent and adjunct, specially trained instructors tasked with instructional design and delivery of enterprise-wide risk reduction processes, crime prevention practices, annual training, police department training and public safety workforce development strategies to more than 1300 uniformed employees.
Specific Duties & Responsibilities
- Provide project management to implement organizational goals, strategic programs that foster employee and community education, including concept creation, overseeing implementation, and identifying solutions to barriers that may exist.
- Lead planning of small to medium-scale events and initiatives for public safety personnel, affiliate organizations and community stakeholder groups.
- Manage the Johns Hopkins Public Safety Learning Management Systems, including the upload and publishing of learning modules, attendance records and user maintenance.
- Ensure the accuracy, maintenance and control of training and certification records.
- Identify departmental training needs, conduct benchmarking and assist the Director with establishment of the Department's training goals and objectives.
- Works with Administrative Coordinator and Trainers to facilitate the scheduling, documenting and enrollment of Public Safety personnel as well as affiliates in training courses and other learning opportunities.
- Manages basic, advanced and specialized training coordinated by Public Safety Training personnel. Assist instructors in developing their lesson plans.
- Ensures maintenance of and controls use of public safety training facilities and equipment.
- Ensures appropriate usage of office equipment, and effective control of sensitive and privileged information, programs and correspondence.
- Maintains liaison with executive and senior managers, regulatory bodies and allied criminal justice, public safety and security/ police planning organizations to remain current with progressive approaches to public safety operations.
- Supervises training staff and has responsibility for performance management and results of the assigned area. Approves overtime for areas of responsibility.
- Revise standard operating procedures, plans and/or methods to account for the implementation of updated training and technical guidance.
- Provide liaison and representative to public safety directors, JHU and JHM stakeholder communities, working groups, and committees in developing policy, procedural and training solutions to improve public safety.
- Reports data and summary analysis on employee compliance the effectiveness of training programs, delivery models and outcomes.
- Identifies security, police and special police licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training.
- Maintain good relationships, be responsive, communicate and work effectively with other divisional offices and sites, as well as many other Johns Hopkins Institutions and entities.
- Other duties as assigned.
Special Knowledge, Skills, & Abilities
- Working knowledge of emerging trends and practices in Public Safety, including experience with university or medicine campus security activities.
- Working knowledge of security operations, applicable laws and JCAHO regulatory requirements.
- Strong interpersonal and public relations skills necessary to establish and maintain effective rapport with medical and security staffs, and the public.
- Demonstrated track record of taking initiative, effectively navigating ambiguity, and handling multiple priorities.
- Advanced consulting and negotiation skills providing appropriate counsel, advice, and work in partnership with supervisors and employees on public safety matters, as well as to facilitate and negotiate solutions.
- Demonstrated ability to exercise sound independent judgment.
- Behavioral work style that is approachable, collaborative and shows attention to detail.
- Demonstrated ability to manage functions, manpower and equipment within applicable guidelines. Effectively uses resources within control.
- Must be able to operate general office, computer and communications equipment.
