Job Description:

Headquartered in Lincoln, Nebraska, the Nebraska Department of Correctional Services (NDCS) employs nearly 2,300 team members operating nine institutions statewide, which house approximately 5,200 inmates. The department’s focus includes inmate programming and education, physical and behavioral health care, re-entry services, and community programs, and is accredited by the American Correctional Association (ACA). Additional $3/hour facility differential for hours worked.

DUTIES
Working under limited supervision, conduct and supervise the business affairs of the Reception and Treatment Center. Coordinate the facility business functions in conjunction with Central Office Accounting, Purchasing, and Information Technology. Prepare monthly/quarterly reports, review/analyze general ledger; financial analysis; complete payroll reconciliation, validation and verification; and review and check accuracy of records and compliance of transactions with established policies/procedures. Prepare or assist in preparation of the organization's budget; monitor status; approve expenditures; prepare monthly, quarterly and annual reports; compile data. Approve purchases of supplies, equipment and services; obtain quotes, initiate and answer correspondence pertinent to facility business functions. Supervise and plan the activities of assigned work units in the organization, i.e., canteen operation, housekeeping activities, clothing, laundry and warehouse activities. Maintain fixed assets inventory; determine when items need to be replaced; determine/process surplus equipment, material and/or property. Review and monitor inmate payroll for completeness and accuracy. May perform work at other locations including but not limited to Central Office.


 

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.

Preferred Qualifications: Bachelor’s degree. Experience in an institutional environment. Staff supervisory experience.

Other: Valid driver's license is required. Transcripts required prior to appointment. Applicants accepting a job offer must pass the following pre-employment exams in this order: medical exam and, at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.


 

Knowledge, skills, and abilities

Knowledge of: business practices/methods/systems; general accounting systems; state accounting policies/procedures; state purchasing processes, policies and procedures; inventory methods; personnel practices; policies and procedures; agency rules, regulations, policies and procedures.

Ability to: communicate effectively; establish positive working relationships with all contacts; supervise/direct others; identify and resolve problems; read, understand, interpret and apply rules/regulations, policies and procedures, etc.; prepare various budget; financial; administrative reports using computer software applications, such as Word, Excel, Power Point, State of Nebraska's Payroll and Financial Center {PFC}, etc.
