Job Summary
This position serves as the senior operational and strategic leader responsible for the financial, contractual, and business operations of the LSU Healthcare Services Division (HCSD). Reporting directly to the Vice President, the Executive Director serves as the principal advisor on healthcare financing, enterprise operations, public private partnership cooperative endeavor agreements, strategic business development, and financial stewardship across HCSD's portfolio. The Executive Director provides executive oversight of HCSD's financial and operational activities, including Lallie Kemp Regional Medical Center, Cooperative Endeavor Agreements (CEAs), the Managed Care Incentive Program (MCIP), and non-government healthcare business opportunities. The position ensures financial integrity, operational excellence, regulatory compliance, and long-term sustainability while identifying and developing new revenue-generating partnerships and business lines. The Executive Director serves as the Vice President's principal operational partner and coordinates financial strategy across all HCSD service lines and affiliated initiatives.
Job Responsibilities
Health Enterprise Finance, Budget, and Financial Stewardship: Provide executive leadership for the financial management, planning, and sustainability of HCSD. Oversee development, implementation, monitoring, and reporting of the HCSD operating budget, LKRMC budget, MCIP financing, and the public private partnership cooperative endeavor agreements. Lead long-range financial strategies, revenue forecasts, and fiscal analyses that support organizational growth, operational efficiency, and financial sustainability. Ensure appropriate financial controls, accountability, compliance, and stewardship across all funding streams while advising leadership on financial risks, opportunities, and strategic investments. - 30%
Healthcare Financing Strategy and Payment Models: Lead strategic planning and implementation of healthcare financing initiatives that support HCSD's operational and programmatic objectives. Provide executive oversight of the Managed Care Incentive Program (MCIP), Medicaid financing initiatives, provider reimbursement methodologies, quality incentive programs, directed payments, value-based payment models, supplemental payment programs, and other healthcare financing strategies. Monitor federal and state policy developments, evaluate financial implications, and recommend innovative financing approaches that strengthen healthcare access, quality, affordability, and long-term sustainability. -20%
Cooperative Endeavor Agreements, Contracts, and Strategic Partnerships:
Provide executive oversight for the development, negotiation, implementation, and management of CEAs, IATs, contracts, and other strategic partnerships supporting HCSD initiatives. Ensure agreements establish clear operational expectations, financing methodologies, performance measures, reporting requirements, compliance standards, and accountability mechanisms. Coordinate with university leadership, LDH, healthcare providers, governmental agencies, and other public and private partners to maintain effective contractual relationships while identifying opportunities to expand strategic collaborations that advance HCSD's mission. - 15%
Lallie Kemp Hospital Strategic Support and Healthcare Operations
Provide strategic financial and operational support for Lallie Kemp Regional Medical Center and related public hospital initiatives. Coordinate financial planning, reimbursement strategy, operational analysis, and performance improvement efforts that strengthen hospital sustainability and healthcare delivery. Collaborate with hospital leadership, university leadership, and state partners to evaluate operational priorities, funding opportunities, quality initiatives, and long-term strategic planning that support access to high-quality healthcare services for Louisiana's citizens. -15%
