Summary

The Arizona Department of Public Safety is seeking knowledgeable and experienced law enforcement personnel to staff the Major Incident Division (MID). This division was established to perform criminal investigations of critical incidents involving the discharge of a firearm by a peace officer due to a use-of-force encounter. 


This recruitment specifically seeks experienced and skilled applicants for the Scene Capture and Reconstruction (SCAR) Team. SCAR specializes in processing, capturing, analyzing, and reconstructing incident scenes, with an emphasis on Officer-Involved Shootings and other Critical Incidents. SCAR uses advanced technologies such as laser scanners and Unmanned Aerial Systems (UAS) to document scenes. 


SCAR Technologists are responsible for conducting a variety of investigative or support responsibilities in the Department of Public Safety and work closely with other MID and SCAR members to locate, document, collect, and preserve evidence at critical use-of-force incident scenes.  SCAR Technologists also post-process data captured on scene and produce deliverable demonstratives, such as registered point clouds and scene diagrams.  Advancement opportunities are available for Technologists who develop and demonstrate sufficient skills through training and experience.


This is a non-sworn, unarmed position and will not have the primary mission of responding to in-progress incidents or making arrests. This job is designated as uncovered.  The incumbent serves at the pleasure of the Director of the Department of Public Safety.  

Examples of duties

  1. Conducts incident scene investigations involving law enforcement use-of-force.
  2. Locates evidentiary items and documents information for criminal investigations.
  3. Testifies in court as required.
  4. Composes extensive reports, memorandums, and other correspondence.
  5. Makes presentations for internal and external customers.
  6. Prepares various reports (statistical, activity, administrative, etc.) as required.
  7. Works with other law enforcement agencies in planning, coordinating, and conducting investigations.
  8. Prepares court cases and testifies as a witness.
  9. Maintains liaison with other law enforcement agencies, court systems, and the public to promote a cooperative law enforcement atmosphere.
  10. Utilizes LIDAR scanners, drones, and other tools to preserve spatial data for crime scenes.
  11. Transforms captured scene data into deliverables, including registered point clouds, 3D models, and spatial visualizations.
  12. Produces diagrams to support investigations.


Qualifications

KNOWLEDGE OF:

  1. criminal investigations, police methods, practices, and procedures.
  2. report writing techniques to prepare clear, accurate, and comprehensive reports.
  3. legal and law enforcement terminology to interpret documents and prepare reports.
  4. research techniques, statistical analysis, and data collection.
  5. electronic information systems to access data and prepare reports.
  6. modern office practices, procedures, and equipment.
  7. business English, spelling, and grammar.
  8. departmental rules and regulations.
  9. federal, state, and local laws governing traffic and crime, search and seizure activities, and the rules of evidence.
  10. modern techniques in crime scene processing and documentation.

SKILL IN:

  1. the operation of a vehicle under normal and/or adverse conditions.
  2. the use of Microsoft Windows, Word, Excel, and PowerPoint. 
  3. the use of computer-aided diagramming software.
  4. the use of point cloud registration software.
