Job Description
PURPOSE SUMMARY. Under general supervision of the County Building Official, responsible for supervision, scheduling, and reviewing daily workload for the inspector staff to include overseeing inspections, plan review and coordinating the field operations of the division. Provide oversight and ensure duties are performed in accordance with applicable laws, ordinances and building regulations. Perform a variety of the most complex inspection services and assist the building official in planning and directing division activities, with an emphasis on building inspections; perform inspections for the full range of construction development projects.
ESSENTIAL DUTIES.
1. Serve in the absence of County Building Official.
Coordinate and direct activities and operations of the Building Services Division to ensure compliance with Doña Ana County ordinances and adopted codes.
Handle matters of significance including problems, complaints, inquiries and personnel concerns.
2. Supervise building, electrical, and plumbing/mechanical inspectors.
Supervise, train, motivate and develop staff.
Make hiring, termination and disciplinary recommendations.
Coach, counsel and discipline staff and conduct performance evaluations.
Approve leave requests.
Work with staff to build and maintain positive morale and motivation, and correct deficiencies.
Ensure uniform application of the appropriate codes, laws and regulations.
Ensure proper inspection of building construction and uniform application of the building inspection process.
Coordinate building inspection functions with inspectors, contractors, plan check staff, and other various County departments.
Inspect all types of buildings and structures, including complex construction and development projects, using the current building standards codes and other related construction codes.
Review reports from inspectors for accuracy and completeness.
Work with inspectors in interpretation of plans and correction of violations on plans.
3. Examine plans and blueprints for compliance with building, electrical, mechanical and plumbing codes, access requirements, and zoning ordinances.
Verify plans and drawings to indicate the nature and character of work to determine conformance to building, electrical, mechanical, and plumbing code requirements.
Approve issuance of construction permits.
Review existing and proposed building codes to become familiar with their use and application.
Provide technical assistance to construction industry and general public regarding code standards and regulation.
4. Provide customer service and respond to requests for information; consult with and provide recommendations and suggestions to the public and other county employees/officials regarding plans and specifications; interpret, apply, and explain codes and regulations.
Consult with architects, engineers, designers, contractors, and homeowners concerning deficiencies with structural and non-structural requirements.
Conducts meetings to provide guidance for the development of future projects and for change of building occupancy.
Work with inspectors in interpretation of plans and correction of violations on plans.
Work with customer counter to issue written permits, explains reviewer comments, process permit applications to establish proper routing, and assist public with general submittal requirements.
Answer questions and concerns related to building codes and requirements.
5. Maintain records and files associated with plan review process, problems, and permits; prepare periodic reports and conducts surveys as required.
Maintain computer databases for tracking of plan routing process.
Maintain and update processes related to plan review and storage.
Maintain statistical data related to plan review to be utilized in monthly reports and presentations made by the division/department.
