For every child, the right to a Future
The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Section investigates reports of misconduct involving UNICEF staff and other personnel, including fraud, corruption, sexual harassment, sexual exploitation and abuse, workplace harassment, and other failures to observe regulations, rules, administrative issuances and standards of conduct. OIAI also investigates alleged wrongdoing including fraud and other financial irregularities, as well as sexual exploitation and abuse, committed by third parties including institutional contractors and implementing partners.
Within the Investigations Section, the Strategy, Intake and Analysis Unit (SIA) is responsible for overall management of the hotline for reporting allegations and for conducting initial assessments of reports of misconduct and wrongdoing. As part of an initial assessment, SIA analyzes the information received and may collect additional information and evidence to determine whether to initiate a full investigation, close the matter, or refer it to another office or entity. SIA is also responsible for certain policy and strategic initiatives; quality assurance of investigation and other reports; and internal and external reporting of certain investigations-related data.
- Planning, organizing and conducting initial assessments of allegations of misconduct and wrongdoing implicating UNICEF staff and non-staff personnel as well as institutional contractors, implementing partners and other third parties, including by:
- Communicating with and conducting interviews of complainants and other witnesses, in line with a victim-centred approach.
- Conducting research and gathering additional information relevant to the review of allegations, using available sources, databases and tools.
- Collecting, organizing and securing evidence obtained during the assessment phase.
- Analyzing the information and evidence gathered and preparing recommendations for case resolution.
- Drafting high-quality written outputs including closure notes and referral memoranda and compiling supporting documentation.
- Participating in case portfolio planning conferences to determine strategies and next steps.
- Preparing, organizing and maintaining up-to-date case files.
- Supporting policy-related initiatives, including providing input on policies, procedures and templates relevant to the Investigations Section and to conducting intake, assessments and investigations.
- Assisting in promoting close cooperation with other relevant departments and offices within UNICEF.
- As needed, supporting intake-related functions including management of incoming reports. As needed, assisting with and/or conducting investigations, including by analyzing evidence, preparing interview outlines and case plans, participating in or leading witness and subject interviews, and joining and assisting during field missions. Performing other duties as required.
