JOB SUMMARY: This position is in the Refunds Section, Property Tax Oversight (PTO) Program of the Florida Department of Revenue (DOR). Duties include:
- Examine and process complex property tax refund applications and cancellations or corrections of tax sale certificates.
- Analyze complex refund issues in accordance with refund procedures, appraisal standards and methodology, Florida Statutes, case law, attorney general opinions and other legal opinions, rules and departmental policy to establish the validity of the request.
- Review all documents necessary to process applications.
- Review and determine Findings of Fact and Conclusion of Law on applications reviewed and analyzed.
- Initiate correspondence to local officials to secure documentation required to substantiate the request.
- Analyze legislation related to the Refunds; administering the development of guidelines; work in conjunction with Legal/Technical section in drafting proposed changes to Florida Statutes, Rules and Refund Procedures.
- Research and review various issues and problems of the property appraisers, tax collectors and other officials and recommends solutions.
- Present workshops on the Refund Process to Tax Collectors and other interested parties.
MINIMUM REQUIREMENTS:
- Two years of experience conducting research and analyzing information to make decisions.
- Two years of experience communicating with customers for the purpose of resolving inquiries.
- Proficiency in Microsoft Office Suite including Excel, PowerPoint, and Word.
SUBSTITUTIONS:
- Relevant education may substitute for the required experience.
PREFERENCES:
- Completion of International Association of Assessing Officers (IAAO) courses.
- Completion of Revenue provided Tax Collector Courses.
- Certified Florida Evaluator (CFE) designation.
- Certified Florida Collector Assistant (CFCA) designation.
