Starting Annual Salary: $60,683.86
Paid Bi-Weekly

MINIMUM QUALIFICATIONS:
The following are required and must be verifiable
- Bachelor's degree from an accredited college or university with a major in accounting and five years of professional accounting experience; or five years of professional accounting experience.
- Three (3) years of supervisory experience.
- Experience developing accounting and financial reports, performing other complex financial and accounting services.
- Willingness and availability to perform emergency duties before, during and/or beyond business normal hours or days.
- Successful completion of the due diligence process, to include but not limited to, a Level II background check.
PREFERRED QUALIFICATIONS:
- Three (3) years of Accounting Recording and Reporting of Asset Management.
- Experience with state of Florida FLAIR.
- Significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector accounting.
- Managerial Accounting experience with the State of Florida government or county/city government knowledge.
- Advanced skills in Microsoft Excel.
- Advanced level of proficiency in performing fiscal studies, analyzing acquired data, and making recommendations on course of action based on that study.
- Proficiency in English language, verbal and written.
POSITION DESCRIPTION
This is work supervising professional accountants involved in the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP) or other comprehensive basis of accounting. The employee manages major functions of a fiscal program with a large and highly complex finance and accounting activity, including recommending accounting policy and systems function for the Florida Department of Veterans; Affairs (FDVA). The employee exercises independent judgement in formulating or assisting the Fiscal Officer in the formulation of policies and procedures.
The incumbent supervises and is responsible for Asset Management, the Agency’s financial statements, construction and renovation subsidiary ledgers, recording and support for Capital Improvement Plan, reconciliation of the Agency Trial Balance with Departmental FLAIR and State Treasury; journal entries and adjusting entries; cash and investment management; schedules for year-end closing of the statewide financial statements; and the State Expenditures Federal Assistance (SEFA) form. Supervises and is responsible for the functions and day-to-day activities listed below regarding oversight of emergency management activities due to Hurricane, Tropical Storms or related disaster for the agency. This position requires a Level II Background.
Essential functions/job standards:
Working knowledge of generally accepted accounting principles (GAAP), preferably in a state government environment.
Knowledge of computer software applications such as Microsoft Office applications.
Knowledge of financial reporting practices.
Ability to communicate ideas, findings and recommendations in a clear, concise manner both verbally and in writing.
