The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.
No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.
The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.
Knowledge Management and Security Policy Revision Support to Cyber Defense and Cyberspace Operations Branch
1. INTRODUCTION
The NHQC3S supports the Consultation, Command and Control Board (C3B) as the technical governance authority for NATO Cyber Defense, the Military Committee (MC) in its implementation of Cyberspace as a domain of operations, and the NATO Agencies in numerous technical Cyber Defense functions.
The ever increasing speed of advancement in Cyber Defense and CIS technologies coupled with the limited qualified manpower to maintain the technical Cyber Defense knowledge base within the Staff, and maintain the relevancy of the Computer Inforamtion Systems (CIS) Security technical directives puts NATO at risk of falling behind adversaries.
To support this effort, NHQC3S requires services that will leverage in-depth knowledge of the NATO environment (International Staff, International Military Staff and NATO Command Structure), a deep understanding of NATO committees (inter alia the C3 Board and the Military Committee, Investment Committee), working groups and technical authoring teams and how they work and interact.
The project will support the NATO Cyber Defense technical governance through the improvement of coordinated management functions and actions.
2. TASKS
The contractor (senior expert) will provide, effectively and efficiently, the following services, under the strategic direction of the NHQC3S-CDO but with minimal practical supervision, with a special focus on Knowledge Management and technical Cyber Defense and CIS Security policy revision:
2.1 Provide continuous and quality executive advice to the NHQC3S-CDO on the CIS Security technical directives and guidance, on the base of both a deep knowledge of the related NATO Policies, Directives and Guidance and specific technical competencies and skills. This should include drafting recommendations, documents, plans and papers, reflecting the NATO IMS and IS standards and procedures;
o Measurement: Confirmation by the CDO, concerning the positive impact of the advice provided on the achievement of the CDO strategic goals and objectives;
2.2 Provide technical support to the revision of CIS Security policies within the responsibility of the NHQC3S, to include authoring initial draft revisions and possibly briefing at relevant meetings and C3B substructure meetings;
o Measurement: Confirmation by the CDO, concerning the quality of the produced documents and subsequent endorsement by the Information Assurance and Cyber Defense Capability Panel (CaP4);
2.3 Provide administrative support and technical expertise to all current and future CIS Security writing teams established under the CaP4;
o Measurement: Confirmation by the CDO, concerning the quality of the support and expertise received by the writing team;
2.4 Maintenance of the CDO Knowledge Management portals, to include preparing dashboards, updating information, and organization of information;
o Measurement: Confirmation by the CDO on the quality of the product and the update latency.

4. LOCATION OF DUTY
The service will be executed primarily on site at the NATO HQ offices in Brussels, Belgium. Limited travels to NATO bodies and Committee meetings in NATO Countries may be required. Due to the nature of the work, minimal teleworking can be foreseen.
