The University of Texas at Austin is seeking to hire a Construction Technical Specialist - Project Manager III (PM3) to serve within Planning, Design and Construction (PDC). The Construction Technical Specialist will provide constructability reviews, GMP and Change Order related cost estimating services, and construction expertise throughout the definition, design, and construction phases of a project. They will also work with the project management and leadership for major Capital Improvement Program (CIP, >= $10M TPC) and minor (< $10M TPC) projects at UT Austin for highly technical, mission critical, and sensitive project types. The Building Envelope Technical Specialist will need to have in expertise in projects related to roofing, waterproofing, windows, curtainwalls, and others similar to and relevant to renovations and new construction projects.

Purpose
Provide professional project management of design and construction projects for university facilities. Projects may include new construction, fit-out of shell spaces, renovation of existing spaces, and refurbishment of existing buildings, and campus infrastructure.
Responsibilities
- Assist the Lead Project Manager to manage and/or independently manage the project budget, schedule, and scope. Conducting thorough forensic investigations of building envelope failures. Identify and diagnose issues within building envelope systems, providing actionable remediation strategies.
- Provide professional direction for project teams to achieve common goals and successful projects. Mentor and guide PM staff with less experience, to support successful project delivery at all levels of the organization. Assist the Lead Project Manager to conduct and/or independently conduct thorough construction and constructability reviews. Engaging with clients, stakeholders, consultants, and contractors to resolve construction challenges and produce reports.
- Provide consistent, timely and reliable communication between all project stakeholders, including clients, professional service providers, university personnel and contractors to ensure that projects are thoroughly documented and understood. Strong oral and written communication skills.
- Assist with development of project scope, budget and schedule for multiple projects or tasks simultaneously. Tracks project budgets and schedules, and develops reports as directed. Keep facilities database software (currently FAMIS) up to date reflecting current project information. Performing field assessments to document existing conditions and damages resulting from natural disasters or human-induced errors.
- Procure services of Professional Service Providers (PSPs) and Construction teams and help administer agreements. Negotiate campus contracts and assist the Lead Project Manager and/or independently review and approve design and construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, bid documents, pay applications, etc. Assist the Lead Project Manager to facilitate and/or independently facilitate UT Austin and UT System approvals as required.
- Stay current with legislation, building codes, building materials and methods, and university design and construction standards. Participate in the Owner’s technical review process and responding to comments made during the reviews. On renovations, utilize codes and technical expertise to formulate recommendations and conduct cause and origin analyses. On ground-up projects, utilizing codes and technical expertise to assess new construction.
