The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The Executive Producer in concert with the CCSO leads editorial and production for PHLgovTV. This role will launch and sustain an original programming schedule of three new series premiering September 30, 2026, while managing live broadcast operations, field production, and a growing distribution presence across cable, livestream, YouTube, Roku, Apple TV, and social media. 

The Executive Producer in concert with the CCSO maintains editorial authority over all PHLgovTV original programming, sets journalistic and creative standards, manages the production budget, supervises a four-person production staff (Senior Producer, Producer, Multiplatform Producer, and Production Technician), coordinates production and hearing-coverage scheduling with the Master Control & Facilities Engineer (Production Lead), coordinates community content partners, and ensures every episode and live broadcast meets PHLgovTV’s quality, accessibility, and mission standards. 

This is a hands-on production leadership role. The Executive Producer is expected to write, produce, and — where capacity requires — direct and edit, not only manage. The ideal candidate has deep familiarity with Philadelphia’s neighborhoods, civic institutions, and government structure, and brings a demonstrated commitment to public-interest journalism and community storytelling. 

1. Editorial & Show-Running 

  • Maintain PHLgovTV’s editorial identity, voice, and journalistic standards across all original programming and live broadcasts. 

  • Develop season plans, episode concepts, and rundowns for PHLgovTV’s inaugural original series, including Her Seat at the Table and the weekly neighborhood field magazine. 

  • Write or oversee segment scripts, run-of-show documents, guest briefing materials, and interview questions for all produced programming. 

  • Make editorial decisions regarding content, guests, story angles, and on-air presentation, coordinating with the CCSO in keeping with PHLgovTV’s published Editorial Standards Policy. 

  • Ensure all programming aligns with the Mayor’s five strategic priorities. 

2. Production Supervision & Day-to-Day Operations 

  • Directly supervise the Senior Producer, Multiplatform Producer, and Production Technician; build and maintain the weekly production calendar coordinating episode shoots, post-production deadlines, and publishing schedules. 

  • Produce and direct studio shoots for original programming, including talent direction, guest coordination, and technical oversight of the studio environment.
