CED strives to pay a competitive wage in the industry and regional market. The pay range for this position is $102.5k to $138.5k and is eligible to participate in our discretionary bonus program. JOB SUMMARY

The Senior Proposal Manager manages the process for developing compliant proposal submissions in furtherance of US Government and commercial contract pursuits. The individual will coordinate with functional departments to schedule, kick-off, and coordinate all proposal development activities and proposal submission reviews through the appropriate levels of authority.

Requirements

ESSENTIAL JOB FUNCTIONS

  • Act as the primary internal interface with proposal stakeholders to develop Technical, Management, Past Performance, Schedules and other sections and volumes required for products and services in response to customer requests for quotes, requests for proposals and prime solicitations
  • In coordination with proposal stakeholders, develop and distribute schedules for required completion dates for proposal inputs to proposal team members and manage schedules to ensure proposal completion meets required internal and external deadlines
  • Ensure that all Federal procurement regulations (FAR/DFARS/agency specific) and small business administration requirements are met on applicable proposal responses, including ensuring required proposal volumes are prepared in accordance with customer solicitation requirements
  • Advise and support stakeholders on issues/developments relative to assigned proposals
  • Build and maintain trusting and transparent customer relationships to further CED’s business objective
  • Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers
  • Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations

EDUCATION

  • Bachelor's degree or an equivalent combination of education and experience required.
  • Related contracts/subcontracts coursework is preferred

EXPERIENCE

Minimum of 6 years of progressive related experience in proposal and/or contracts management within the Aerospace and Defense industry is required


SKILLS and QUALIFICATIONS

  • Lawful permanent resident of the United States (ITAR restrictions)
  • Must be eligible to possess explosives under the Safe Explosives Act of 2003 (as amended) as required by the Bureau of Alcohol, Tobacco and Firearms (BATF) for all employees of Chemring Energetic Devices
  • Ability to use and navigate internal and customer systems, such as D365, Exostar, WAWF, E-Tools, etc.
  • Professional certifications: ESI, NCMA, NAPM and/or college level certifications are preferred
  • Prior experience with reading, interpreting, and understanding US Government and commercial solicitations
  • Prior experience with proposal and pricing compliance with sole source and competitive US Government contracts preferred
  • Proficiency in Microsoft Office
  • Demonstrated ability to handle many tasks/projects simultaneously
  • Solid interpersonal skills with ability to easily communicate, interact, and build relationships with
