General Summary
Under guidelines set by policy, the Associate Director of Human Resources is accountable for promoting quality services in all programs through achievement of employment and assignment of qualified personnel. Utilizes knowledge of recruitment/retention strategies, employment law, agency policy and procedures, state and federal regulations and general human resource practices in achieving library employment objectives. Additionally, the person in this position informs and advises the Director about staff concerns, particularly concerns with personnel policies and working conditions.
The Associate Director of Human Resources is also responsible for developing, implementing, and coordinating policies and programs covering the following: employment, employee relations, wage and salary administration, fringe benefit administration, and employee services. Coordinates the administration of employee benefit programs and annually reviews and submits benefit program recommendations to the Director
Essential Functions and Responsibilities
- Responsible for development and implementation of personnel policies and procedures, prepares and maintains handbook on policies and procedures. Annually re-evaluates policies for cost effectiveness. Ensures that employees are kept aware of personnel policies.
- Responsible for maintaining and controlling all personnel records. Ensures proper documentation is maintained in accordance with state and federal requirements, employee benefits and personnel policies.
- Maintains knowledge base of legal and regulatory personnel issues and informs Director of changes or potential issues.
- Participates in the orientation of new employees, provides information relating to conditions of employment, personnel policies and library benefits.
- Coordinates an annual maintenance review of job descriptions, ensuring that each employee has a current job description.
- Responsible for overseeing the grievance procedures when necessary.
- Participates in termination proceedings involving individuals.
- Participates in the administration of employee safety, health, and security programs.
- Administers the various employee benefit programs such as group insurance, life, medical and dental, accident and disability insurance. Responsible for evaluating and recommending employee benefit programs which meet employee needs and are cost effective. Performs benefit administration to include, but is not limited to, resolving administrative problems, claims resolution, change reporting and approving premium invoices for payment.
- Responsible for processing Worker’s Compensation claims and maintaining required records. Ensures timely processing of claims; evaluates accident reports to determine accuracy and completeness and to ensure adequate investigation. Serves as liaison with insurance company, clinics and hospitals for processing workman’s compensation benefits.
- Responsible for reviewing and responding to Unemployment Compensation claims.
- Assists supervisors in counseling employees on problems affecting their work performance.
- Responsible for providing advice and counsel to managers, supervisors, and employees as to personnel policies and procedures and employee benefits.
- Participates in administrative staff meetings and attends other meetings as requested.
- Evaluates reports, decisions, and results of the personnel department in relations to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Participates in management orientation and in-service education as needed. Keeps administrative staff informed and updated on employment law issues.
- Identifies career development needs and recommends developmental programs to maintain library staff’s skills at optimal level.
- Portrays a positive image and supports the philosophy and goals of the Library Director.
- Travel may be required.
- Performs other job-related duties as assigned.
Requirements
Knowledge, Skills, and Abilities
Comprehensive knowledge of applicable state and federal regulations; and employment laws as related to public libraries and governmental units. Possesses personal leadership skills. Skilled at understanding of people and their problems and a sense of fairness and consistency. Strong verbal and written communications skills. Good organizational skills.
