The listed minimum pay reflects compensation for a full-time equivalent (1.0 FTE) position. Actual compensation may differ depending on assigned hours and position status (e.g., part-time).

SUMMARY (Basic Purpose of the Job)
Organizes, prepares and implements policies related to CH PACE Fiscal matters. Participates and contributes to the Capital Health PACE program strategic initiatives. Participates in the planning, development and coordination of all organizational ventures and is the principal source of financial information for the Executive Director, the Chief Population Health Officer, and the PACE Board of Directors.MINIMUM REQUIREMENTS
Education:Bachelor’s degree in Business Administration or Accounting required; Master’s degree preferred. Certified Public Accountant (CPA) designation preferred.
Experience:Five years leadership experience in healthcare finance, preferably within the non-profit sector. PACE (Program of All-Inclusive Care for the Elderly) preferred.
Other Credentials:
Knowledge and Skills:Possesses a friendly demeanor. Excellent customer service skills.
Special Training:Proficient with Microsoft Office Suite.
Mental, Behavioral and Emotional Abilities:Ability to develop strong interpersonal relationships with internal and external stakeholders.

ESSENTIAL FUNCTIONS
- Develops and implements financial plans to ensure sustainability and growth within Capital Health PACE program
- Provides expert guidance on financial strategies to support CH PACE organization mission and operational goals.
- Oversees the financial operations of Capital Health PACE, ensuring fiscal responsibility and regulatory compliance.
- Develops and maintains internal controls to safeguard assets and ensure financial integrity. Monitors and manages financial performance, including budgeting, forecasting, and financial reporting for CH PACE.
- Ensures compliance with all Centers for Medicare & Medicaid Services (CMS), Health Plan Management System (HPMS), and state reporting requirements, including timely submission of financial reports and regulatory filings.
- Oversees contracting processes with vendors, ensuring compliance with regulatory requirements. Negotiates and manages vendor agreements. Evaluates vendor performance and financial impact on operations, making recommendations for contract renewals or adjustments. Ensures timely processing of vendor payments and resolve any billing or contract disputes. Collaborates with operational teams to align vendor services with organizational needs and financial goals.
- Oversees the processing and management of claims handled by the Third Party Administrator (TPA). Ensures accurate and timely claims payments, working closely with the TPA to resolve discrepancies. Monitors claims trends, identifying areas for cost containment and efficiency improvements.
- Analyzes financial data and market trends to guide decision-making and strategic planning. Identifies opportunities for revenue enhancement, cost control, and operational efficiencies.
