A DAY IN THE LIFE OF A TEMPORARY SR. PROCUREMENT SPECIALIST

Job Summary:

The purpose of this job within the organization is to manage and lead the full lifecycle of the procurement process for goods, services, and proper disposal of assets in compliance with local, state, and federal regulations. This position ensures the efficient and lawful operation of the procurement function, providing expertise in developing strategies, managing contracts, and maintaining compliance. Acting as a lead for procurement operations, the Senior Procurement Specialist plays a critical role in achieving the organization's strategic goals, upholding its core values, and fostering collaboration with internal and external stakeholders.

This job works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions:

• Develop solicitation documents such as Requests for Bids, Requests for Proposals, and Requests for Qualifications for goods, services, construction, and professional services.
• Conduct market research and collaborate with departments to define procurement needs and translate them into detailed specifications.
• Oversee solicitation posting on e-procurement systems, distribute plans, and facilitate bid openings, pre-bid conferences, and vendor meetings.
• Negotiate, draft, and execute contracts in collaboration with legal counsel.
• Maintain a contract database, monitor deadlines for renewals or rebids, and ensure compliance with terms.
• Administer contracts to ensure vendor compliance with agreed terms and performance standards.
• Ensure adherence to procurement laws, including federal regulations (e.g., FTA, FEMA, EPA, FHWA), state statutes, and local policies.
• Incorporate compliance requirements into solicitation packages and contract terms.
• Conduct vendor reviews, evaluate vendor performance, and resolve disputes related to delivery, pricing, or service provisions.
