Position Overview and Responsibilities:
The Departmental Purchasing Deputy Director – SES is responsible for assisting with the oversight and management of all departmental purchasing functions of the Department of Management Services.
Specific responsibilities of the Deputy Purchasing Director include, but are not limited to, the following:
• Effectively manage, lead, and develop a successful team of Purchasing Analysts.
• Coordinate and conduct efficient and effective procurements of commodities and services by way of the competitive solicitation process outlined in Chapters 287 and 110, Florida Statutes, and Rule 60A, Florida Administrative Code.
• Coordinate, develop, and implement procurement and contract management policies, procedures, best practices, and process improvements across DMS.
• Provide guidance and advice to leadership regarding strategic procurement strategies.
• Collect and analyze purchasing data to identify ways to improve purchasing practices and resource allocation.
• Coordinate projects with divisional procurement leads, the Departmental Purchasing Director, department leadership, and the office of General Counsel.
• Assist with identifying customer requirements correctly and act proactively to ensure customer satisfaction.
• Recognize and anticipate problems and risks; gather information; proactively make decisions and resolve problems; seek consensus; and escalate issues when appropriate.
• Coordinate and deliver formal and informal trainings across the department.
• Manage other projects as assigned.
Knowledge, Skills, and Abilities:
Experience with conducting market research in support of solicitation strategy development.
Expertise in Chapter 287, Florida Statutes, and Rule 60A, Florida Administrative Code.
Expertise in Florida’s public record laws.
Demonstrated ability to provide excellent internal and external customer service.
Demonstrated ability to communicate effectively, both verbally and in writing.
Demonstrated ability to build consensus and successfully lead group projects.
Demonstrated ability to simultaneously manage multiple high-priority projects.
Demonstrated ability to analyze, interpret, and apply complex rules, regulations, statutes, and policies.
Proficiency in the Microsoft Office Suite.

Minimum Qualifications:
Completion of a four-year degree from an accredited college or university or four years of professional procurement experience is required.
At least one of the following certifications is required: Certified Public Procurement Officer (CPPO), Certified Public Buyer (CPPB), PMI’s Project Management Professional (PMP), Florida Certified Contract Manager (FCCM), Florida Certified Negotiator Manager (FCCN), or other state-, federal-, or international-equivalent certification.
At least two years of leadership and supervisory experience.
At least four years of public procurement experience.
At least two years of experience in developing and managing competitive solicitations.
