About the role

Responsibilities

Serves as the Task Lead for the J3-I International Division, providing day-to-day management and oversight of all J3-I contractor support functions. Provides senior-level advice, insights, and expertise on international SOF support to USSOCOM J3-I leadership, partner nation (PN) SOF representatives, and across the SOF enterprise. Responsible for quality, schedule, and performance of all J3-I task deliverables.

Responsibilities

  • Lead day-to-day management and administration of all J3-I project tasks, including work plan development, personnel assignments, travel coordination, and surge hour management
  • Perform quality checks of all J3-I work products and deliverables
  • Interact continually with J3-I government lead, COR, and Technical Representatives to ensure mission alignment and contract performance
  • Provide senior-level advice and expertise on international SOF support to all J3-I elements, including Plans & Operations, Interoperability, Engagement & Support, and SOLO branches
  • Assist and advise J3-I leadership in management of the overall J3-I program of work and strategic planning
  • Support functional SMEs in maintaining timely and accurate global awareness of PN SOF operations and activities
  • Develop and maintain measures of performance (MOPs) and measures of effectiveness (MOEs) for J3-I
  • Mentor international SOF officers and senior NCOs on USSOCOM, its components, operational headquarters, and SOF culture
  • Coordinate with TSOC staffs, NATO SOF Headquarters, Geographic Combatant Commands, and coalition partners
  • Oversee contractor support to the Global SOF Synchronization Process (GSOS), Trans-Regional Synchronization Forums (TRSF), and Strategic Coalition Alignment Forum (SCAF)
  • Manage subcontractor personnel and coordinate with partner firms supporting J3-I task areas
  • Ensure compliance with Foreign Disclosure requirements and international partner information exchange protocols

Qualifications

Required Qualifications

  • Clearance: Current DoD Top Secret clearance with SCI eligibility (active)
  • Education: Master's degree in international relations, international security studies, or related field
  • Military Background: Senior (O5 or above) Army Special Forces officer or equivalent SOF component officer with completion of a US SOF component selection and assessment program (e.g., SFQC, BUDS, or equivalent)
  • Experience: Minimum 12 years combined military SOF and regional experience working special operations in a joint, combined, and interagency environment
  • Command/Staff Experience: Demonstrated experience at O6-command, TSOC, or NATO SOF HQ level in operations and partner nation development
  • Combat/Operational: Minimum 1 year recent (within last 5 years) combat/operational experience as part of a combined joint special operations task force or TSOC staff
  • Coalition Experience: Minimum 1 year experience working with coalition SOF partners in a multinational environment
  • PME: Graduate of Joint Professional Military Education Level II (JPME-II) or equivalent
  • Advanced Military Education: Graduate of School of Advanced Military Studies (SAMS) or equivalent military planning course
  • Skills: Strategic planning, program management, stakeholder engagement with senior military leadership (GO/FO/SES level), strong written and oral communication, briefing skills

Desired/Preferred Qualifications

  • Prior USSOCOM J3-I or equivalent international SOF staff assignment
  • Experience with USSOCOM's Special Operations Liaison Officer (SOLO) program
  • Familiarity with security cooperation authorities, mechanisms, and processes (Title 10, Title 22)
  • Experience with Foreign Disclosure Representative (FDR) duties and international partner information exchanges
  • Experience planning and executing International SOF events (e.g., ISOF conferences)
  • Familiarity with USSOCOM components, TSOCs, and the broader SOF enterprise structure
  • Experience developing interoperability objectives and capability roadmaps for partner nation SOF
  • Prior experience managing geographically dispersed teams across CONUS and OCONUS locations
  • Active PMP certification or equivalent program management credential
