The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Position Descriptions
Application Development Analyst
Supports internally developed and vendor-hosted applications. Develops solutions to meet business needs across multiple platforms. Responsibilities include application development, contributing to the Oracle Decommission Project, participating in quarterly patching, coordinating meetings with business partners, and performing other assigned duties. Preferred skills include .NET, ASP Runner, ASP, Azure, IIS, SQL Server, C#, API Development, Oracle, and PowerApps.
Epic Business Analyst
Configures, tests, implements, and supports the Epic electronic health record (EHR) system and its modules. Provides troubleshooting for physicians and staff, supports system upgrades, and collaborates across teams to meet clinical, revenue, and operational goals. Strong understanding of clinical workflows and revenue cycle processes is essential.
IS Business Analyst
Serves as application owner for multiple systems, including Workforce Management and Enterprise Contract Management solutions. Oversees configuration, integration (e.g., PeopleSoft, DocuSign), user access, incident resolution, patch coordination, and vendor communications. Ensures smooth system implementation and ongoing support.
Project Management Office (PMO) Business Analyst
Supports the IT Program Management Office (PMO) by managing portfolio functions and providing administrative and analytical support. Assists with project intake, tracking, and reporting, and helps develop procedures, training materials, and knowledge bases. Experience in portfolio management within a healthcare system is preferred.
Population Health Team Business Analyst
Provides application support for Population Health and Environmental Health programs, including Blood Lead, TB, Viral Hepatitis, STI/STD, HIV, and others. Responsibilities include incident resolution, report creation, quarterly patching, and vendor coordination. Experience with disease surveillance is preferred.
Enterprise Applications and Device Integration Analyst
Supports IT applications including facilities systems and the Alert Management and Device Integration solution. Responsibilities include system configuration, issue resolution, patch coordination, vendor communication, and participation in the Operating System Remediation project and other assigned initiatives.
Metrics and Data Analytics GIS Business Analyst
Collaborates with Population Health, Street Health, and clinical teams to manage and analyze geospatial data. Works with IT developers to integrate data from street outreach, emergency preparedness, disease surveillance, and clinical systems to create v
