Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Applicants must demonstrate they possess one year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience is defined as: Performs as a senior staff officer on a general officer level staff; provides executive leadership on a wide array of issues relating to human resources and personnel administration programs. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Develops and refines policies and guidance on processes to institutionalize and/or improve personnel management practices. Provides comprehensive workforce planning and organizational structure design and advice. Use deep subject matter expertise and practical knowledge regarding administrative policies and organizational construct to ensure human resources and manpower management initiatives are achieved. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
