Job Description
Blue Iris Tech Consulting is seeking a highly experienced Senior Program Manager to lead and coordinate a high-visibility support contract for the Defense Health Agency (DHA) Financial Operations Division. The Program Manager will serve as the central point of contact with the government, ensuring successful planning, execution, and performance of all contract activities including Revenue Cycle Management Integration (RCMI) and Charge Description Master (CDM) support across the Military Health System (MHS).
Key Responsibilities:
- Serve as the primary interface with the Government Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Task Leaders.
- Oversee the day-to-day management and direction of all contract staff, including 19 RCMI Senior Solution Technical Experts (SSTEs) and 4 CDM SSTEs.
- Develop and maintain a comprehensive Program Management Plan (PMP), outlining staffing, reporting, quality assurance, communications, risk mitigation, and escalation protocols.
- Ensure timely and high-quality delivery of all contract deliverables and performance metrics in accordance with the PWS.
- Lead stakeholder engagement, status meetings, and provide executive-level briefings and reporting.
- Implement and oversee Quality Control procedures to ensure continuous improvement and risk management.
- Coordinate and support onboarding, training, and credentialing activities for staff across multiple MTFs.
- Track project milestones and maintain visibility into the performance and workload of the support team using program tracking tools.
- Ensure compliance with DHA policies, data security, and applicable federal healthcare regulations.
Qualifications
Education/Certification: Bachelor’s or Master’s degree in business or a related field.
Experience: Minimum of 5 years in an advanced management role.
Required Qualifications:
Experience managing a group of management professionals.
Organizational ability to direct multiple activities.
Demonstrated skill in organizational and business process improvement to execute business plans.
Experience developing plans and projects.
Ability to determine business needs and investigate and resolve problems.
Experience interfacing with other functions and outside personnel.
Proficiency in preparing capital and operating requests.
Desired Qualifications:
Experience directly supervising contractor staff.
Responsible for interviewing, hiring, and training contractor employees.
Experience in staff development, including planning, assigning, and directing work.
Demonstrated ability to address complaints and resolve problems.
