Senior Vice President , Tribal Finance

About the role

Under the direction of the Chief Financial Officer, the Senior Vice President, Finance is responsible for the overall direction of the Tribe’s financial strategies, operations, reporting, while ensuring compliance, and advising senior management on financial matters. This role manages the Tribe’s long-term financial plan, Treasury and cash management functions for the enterprise, as well as the organization’s Commercial Property and Casualty insurance program, which includes renewal of the annual insurance plan and managing the Tribe’s captive insurance program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Directs comprehensive financial, operational and business reporting to provide executive leadership with necessary information to enable business decisions and drive performance.
2. Leads development and implementation of the Tribe’s enterprise-wide long-term financial plan to ensure future tribal goals and objectives are met.
3. Directs the financial planning and budget management functions, including oversight of the Tribe’s annual budget process. Ensures timely, complete, accurate, and adherence of budgets to the Tribe’s long-term financial plan.
4. Oversees organization-wide Treasury functions, including cash management, banking relationships, and establishing and managing the Tribe’s debt facilities.
5. Leads enterprise-wide insurance strategy, including annual Property & Casualty portfolio renewals, strategic planning for the Tribe’s Captive insurance program, and implementation of insurance solutions for large-scale construction projects, ensuring optimal coverage, structure, and vendor negotiations.
6. Represents Finance in strategic governance, contributing to Boards, pillars, and enterprise-wide committees, while preparing and presenting budgets and financial plans to Tribal leadership and governing bodies.
7. Provides recommendations to the executive management team on complex business and financial issues to drive the strategic growth objectives of the Tribe.
8. Provides executive leadership for enterprise financial systems, driving strategic planning, prioritization, and implementation to enhance process efficiency, reporting accuracy, and long-term system optimization.
9. Oversees the enterprise-wide Travel and Expense Program, including managing travel agencies, implementing and maintaining the travel management system, and developing and ensuring adherence to the Travel and Expense policy.
10. Provides financial input and guidance to various governing bodies, including Tribal Council, Governing Council, and various organizational boards, by presenting financial updates, budgets, and long-term financial plans; actively contribute to strategic initiatives through participation in enterprise Pillars and cross-functional Committees.
11. Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s degree in Finance or Accounting or related field required.

  • Master’s degree in Accounting, business administration or related field preferred.

  • Minimum fourteen (14) years of professional finance and/or treasury experience required.

  • Minimum twelve (12) years of supervisory experience, required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Financial and/or public company experience is desirable, with a strong understanding of finance and treasury concepts.

  • Advanced financial modeling skills, including Net Present Value (NPV), Internal Rate of Return (IRR), and Return on Investment (ROI) analysis.

  • Excellent communication abilities to effectively present to and engage with senior executives and board members.

  • Demonstrated soft and technical skills, including problem solving, analytical thinking, interpersonal communication, and customer service.

  • Strong business process acumen, with the ability to translate complex operations into effective financial system solutions.
