About the Position:

The Virginia State Police (VSP) is seeking to hire a Deputy Procurement Director in our Property and Finance Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will plan, organize, lead and monitor the work of procurement staff; oversee procuring a wide variety of goods and services in accordance with policies and procedures and ensure compliance with state laws, statutes and policies; oversee complex procurements for high value goods and services; assist with preparing specifications, establishing contracts, conducting pre-bid/proposal conferences, review internal property records, and act as liaison with vendors; ensure all procurements are completed in accordance with the Virginia Public Procurement Act, Department of General Services requirements, VITA requirements, and Department policies and procedures; resolve discrepancies with supplier invoices, grievances, claims, conflicts, or quality issues and negotiates pricing and contracts with suppliers; forecast price trends, and potential procurement risks and issues; oversee and/or forecast inventory and supplier management; perform internal compliance audits to ensure internal controls are meeting audit requirement; provide procurement training to procurement personnel and internal and external customers; in collaboration with the Procurement Director, provide updates to the senior leadership team on the status of key supplier initiatives, product innovation, commodity price trend outlooks, risk assessments, and recommended mitigation strategies; and reporting to the Procurement Director, assist with the carrying out of leadership, management and supervision of procurement staff.

Minimum Qualifications

•Comprehensive knowledge of federal and State procurement laws, Agency Procurement and Surplus Property Manual (APSPM), Virginia Public Procurement Act (VPPA), and industry practices.
•Comprehensive knowledge of contract practices and procedures.
•Extensive knowledge of material management and warehousing in a large operation.
•Working knowledge of supervisory principles and practices.
•Demonstrated ability to handle complaints, protests, settle disputes, and resolve grievances and conflicts; to analyze problems and recommend solutions; and to communicate effectively orally and in writing in English.
•Virginia Operator’s License.
•Certification in one or more of the following is required: Virginia Contracting Officer (VCO), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), or Certified Purchasing Manager (CPM).
•Experience in policy development and implementation.
•This position requires the submission of a Statement of Economic Interests (financial disclosure).
•High School Diploma or GED equivalent.

Additional Considerations

•Experience in communications related procurements and contracts preferred.
