Summary
Responsible for the supervision of the Street Department’s construction field operations, consisting of various programs – residential streets reconstruction, pavement repair, alley reconstruction, and overlay hybrid. Coordinate, manage and assist with multiple pavement improvement projects constructed with in-house crews. Oversees and inspects in-house and contractor construction work sites to monitor compliance with plans, specifications, city standards and specifications.
Pay Range: $27.30/hr. - $34.40/hr. (Depending on qualifications and experience)
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Supervise all daily activities for assigned in-house construction personnel, which includes prioritizing, assigning, and directing work.
Manage personnel actions, coordinates cross-training and various professional development initiatives for assigned staff.
Conduct detailed planning, scheduling, and pricing for projects in conjunction with other field supervisors to ensure outputs meet quality, production, and budget goals.
Develop project timeline, milestones, and cost to ensure completion within timeframe and budget.
Tracks equipment, labor, and materials used on various projects and work activities.
Collaborate with other department divisions to pursue maintenance tactics that maximize pavement service life; performs asset condition assessments; prepares cost estimates for replacement or repair costs; uses designated software and city-wide integrated platforms to update work performed on pavement assets.
Oversee and inspect the work of contractors designated to perform various construction activities; coordinates with various stakeholders as required to deliver projects successfully.
Accomplish coordination with outside agencies as required to ensure successful project execution.
Conduct frequent visits to work sites for evaluation of progress, quality, safety, and conformance with city standards.
Prepares detailed records of daily work site activities; maintains various other project and administrative records.
Performs various administrative duties to support daily division and department operations as assigned.
Ensure pre-trip/post-trip vehicle inspections are performed daily; track daily vehicle and equipment usage.
Ensure staff’s consistent compliance with all safety protocols; participates in developing safety initiatives
Investigates accidents and injuries involving assigned staff; documents findings and compiles associated documentation.
Provide quality customer service by promptly and professionally responding to customer issues.
Place orders for materials, tools, and contract services that support construction projects; reviews and approves invoices for goods and services provided by vendors
Lead department response to weather emergencies and other critical incidents.
May be required to work nights, weekends, and holidays to support special events, respond to natural disasters, critical incidents, and other emergencies.
Minimum Qualifications
High School Diploma or General Equivalency Diploma (GED)
5 years’ experience in construction operations, construction inspection, or related field
1 year of experience serving in a supervisory or lead role
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience:
5-7 years of experience in construction operations, construction inspection, public works operations, or related field
3 years of supervisory experience
Knowledge, Skills & Abilities:
Knowledge of principles and practices of supervision and professional development
Extensive knowledge of City, State, and Federal Codes and Specifications relative to public works construction and maintenance
Knowledge of environmental controls and construction safety protocols, including work zone safety promulgated through the Texas Manual on Uniform Traffic Control Devices
Extensive knowledge of public works construction means & methods
Extensive knowledge of construction scheduling, sequencing, and work planning
Knowledge of construction materials sampling and testing procedures for public works projects
Skill in computer use and basic computer office software
Skill in high school level mathematics
