About the role
<ul><li>Amentum has an exciting and immediate opportunity for <b>Construction Surveillance Technicians in Baumholder, Germany</b>.<p></p><p><b>The Construction Surveillance Technician is responsible for:</b></p><ul><li>Provide security related expertise to the Site Security Coordinator (SSC) and authority teams to develop facility completion.</li><li>Provide in field supervision of security staff assigned to the CST-BL’s area of operations.</li><li>Train & assist on site Construction Surveillance Technicians (CST) with construction solutions, security developments & document version control.</li><li>Conduct periodic security inspections for the duration of the project to ensure compliance with the CSP.</li><li>Perform Audit <span>/Analysis/Interpretation</span> of IFC construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705).</li><li>Perform in-depth investigations to anomalies associated with all 50 construction divisions which pose significant threat to US Government mission and provide tactics to resolution.</li><li>Provide management of Construction Surveillance Technicians (CST) and observes all construction and construction workers to concurrently apply counterintelligence surveillance strategy and observation simultaneously.</li><li>Provides critical advanced technical knowledge in support of unique security requirements inherent in US TOP SECRET Secure Compartmentalized Information Facility (SCIF) operations including sound attenuation, electric circuitry isolation and noise spillage, electromagnetic emission attenuation and provide tactics to resolution of substandard construction (in all 50 Divisions).</li><li>As assigned in the SSCs absence, provide oversite of the Amentum staff and interact with the government Site Security Manager to maintain the security of the secure sites.</li></ul><p><b>Technical Description/Skills</b></p><p>Has expertise in:</p><ul><li>All aspects of ICD 705 construction and understands the inner workings of decisions and considerations.</li><li>Shall demonstrate an ongoing awareness and knowledge of and ability/processes to apply all applicable guidance and regulations related to performance while ensuring no delay or lapse in contract performance.</li><li>Appling knowledge of all 50 standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat.</li><li>Technical surveillance techniques and procedures.</li><li>Foreign intelligence operations, counter-intelligence devices and the associated security techniques.</li><li>Threats of the area and provide expertise with regards to construction alternatives to ensure the delivery of the facility.</li><li>US government security policies, directives and standards</li><li>Access Control design and set up.</li><li>Inspection techniques and methodologies</li><li>Secure Logistics of Materials</li><li>Technical Surveillance of Personnel</li><li>Conducting inspection of completed work.</li><li>Interpreting construction drawings and specifications</li><li>MEP (Mechanical, Electrical, and Plumbing) Installation</li><li>Telecommunications Installation</li><li>Foundations and Concrete, Structural Steel and Welding, & Finishing Work and Wall Construction</li><li>Exercise knowledge of TEMPEST construction principles and make recommendations to the SAO and CTTA applying mitigation requirements for countermeasures.</li><li>Drafting Construction Site Security plans, Accreditation Support Plans, Transportation Security Plans and Pre-Construction checklists.</li><li>Conducting project design reviews</li><li>Conducting sound testing for STC rated structures.</li><li>EU manufacturers, observing <span>manufacturing/procedures</span> (rebar, HVAC, lights, doors, windows, concrete, etc), and <span>escorting/transporting</span> from multiple EU manufacturers to the SSAs.</li><li>Operating X-ray machines and metal detectors, as well as providing all health and safety documentation and certifications.</li><li>Expertise in Technical Surveillance Countermeasures, PHOTO Intelligence (PHOTOINT), Imagery intelligence (IMINT) techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.</li><li>Expertise in technical surveillance techniques and procedures and knowledge of foreign intelligence and counterintelligence devices and techniques.</li><li>Experience/knowledge with telecommunication <span>systems/wiring/splicing/patching/switching</span> and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine dev
