Job Description

This fully funded position is available on 1 November, 2023.  This position is full-time, on site at the Combat Capabilities Development Command Headquarters (CCDC HQ)/ DEVCOM HQ.  This position requires a SECRET security clearance.  The U.S. Army Combat Capabilities Development Command - DEVCOM - is a team of world-class scientists, engineers, analysts, technicians and support staff who are fully focused on empowering America’s Soldiers today and in the future. It leverages cutting-edge technologies such as artificial intelligence, quantum effects, autonomy, robotics, advanced energetics, and synthetic biology to give Soldiers the ability to see, sense, decide and act faster than their adversaries.

Performance Based Tasks Required

• The contractor shall assist the team lead with the planning, development, initiation, and execution of projects.
• The contractor shall apply executive skills to review, analyze, and evaluate program development, progress, and performance.
• The contractor shall perform planning and scheduling activities.
• The contractor shall be required to travel to support meetings, experimentation exercises or testing events at various locations (examples: FT Irwin, CA (NTC), Ft Bliss, TX, White Sands Missile Range (WSMR) Ft Eustis, VA, Grafenwoehr, Germany).  Exercises may last up to 30 days or more.   Travel typically varies between 10-40% of the year.
• The contractor shall provide recommendations to manage and mitigate program risk.
• The contractor shall participate in program functional IPTs, IPRs, milestone decisions, and required program updates.
• The contractor shall review and prepare clear and concise briefings, documentation, reports, and other supporting information to support IPRs, milestone decisions, and program updates/reviews, and submit them for coordination and approval.
• The contractor shall assist in the development and maintenance of requirements and program documentation and maintain a list of required documents for assigned programs with corresponding projected need dates.
• The contractor shall respond to inquiries and tasks.
• The contractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 
• The contractor shall monitor/protect acquisition-sensitive materiel.
• The contractor shall provide program management, engineering, technical documentation, data analysis, and operational supportto the Army DEVCOM S&T-I Experimentation Division.
• The contractor shall provide meeting support (e.g., Current Operations, Senior Leaders, calendar efforts, DEVCOM Command and Staff, DEVCOM Campaign Plan, etc.).  Such meetings may be web-based teleconferences, video-teleconferences, or face-to-face meetings, in both classified and unclassified forums.  As part of this task, the contractor shall perform the following duties:
  • Coordinate:  Prepare agendas and briefing materials
  • Attend/participate:  Brief senior leaders.
  • Document:  Record meeting minutes, executive summaries, and action items, focusing on S&T-I or individual areas of responsibility
• The contractor shall monitor the NIPR and SIPR networks, reading and digesting unclassified and classified material to search for specified and/or implied tasks.
• The contractor shall serve as the primary Action Officer on assigned internal and external tasks for the DEVCOM S&T-I Experimentation Division.  As part of this task, the contractor shall collect data, perform analyses, prepare quality input, and respond on time.
• The contractor shall perform detailed analysis on assigned areas of interest using generally accepted analytical techniques and the Military Decision-Making Process (MDMP).  In addition, the contractor shall submit analysis results.
