Overview:
Supervises multiple physical office sites with staff performing administrative, fiscal and/or clerical functions. Characteristic activities: determines priorities, schedules and reviews work; trains, counsels and formally evaluates employees including recommending and taking disciplinary action; evaluates and improves office productivity by recommending organizational changes if necessary for each office, shift or operational area supervised. Interprets and implements state and local policies and procedures, assures compliance with program requirements, and collects and analyzes data.
Job Duties:
A. Performance Management (for employees who supervise others)
• Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
• Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff
• Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
• Supports employee growth through regular feedback, coaching, and professional development opportunities
B. Program Management
• Manages day-to-day coordination of assigned program areas.
• Provides guidance and leadership on program questions and explains policies and procedures.
• Quality and assurance audits to confirm compliance with state and local policies and procedures.
• Supports the office schedule, performs clinical duties as needed to meet the office demand.
C. Accounts Receivable
• Collaborates with finance point of contact on accounts receivable functions. Monitors accounts receivable to ensure the accuracy of data compliance with state and local policies and procedures.
• Responsible for fiscal duties which may include, deposits, accounts receivables, and completing the monthly fiscal report.
• Secures collection and receipt books. Follows policies and procedures to reconcile, prepare and ensure deposit of monies collected.
• Reviews account receivables to ensure accurate coding, compliance with applicable state and federal guidelines and that transactions are posted properly.
• Serves as a SME in eligibility issues and accounts receivable with an emphasis related to insurance for multiple offices; performs complex financial eligibilities.
• Performs as a centralized billing contact to support the billing of patients, organizations and third parties according to timelines.
D. Communication & Liaison
• Effectively communicates with a positive and professional manner.
• Serves as a liaison between all parties involved with the office. Ensures respect and customer service is align with goals and objectives.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
