About the role

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. The successful candidate will provide program management, technical leadership, and financial oversight for the Storage Program Office at the Nevada National Security Sites (NNSS).  You will serve as a primary interface for the program office. You will be an integral part of our team of experts providing services such as developing new staging-related capabilities, directing large and small project initiatives to support mission activities, coordinating procurements, and collaborating on financial reporting for organizational funding program sponsors.

Key Responsibilities

  • Report to the Storage Program Execution Manager, while collaborating with the Certified Packaging Program (CPP) Manager, Nuclear Container Engineering (NCE) Manager, and Nuclear Materials Management (NMM) Program Manager.
  • Act for the Storage Program Execution Manager when required.
  • Develop and handle Storage Program risks consistent with funding sponsor and MSTS requirements.
  • Direct Storage Program Office personnel to execute or support activities to complete funding program tier-level milestones.
  • Direct Storage Program Office personnel to track, develop, and submit deliverables requested by funding program sponsors, Nevada Field Office personnel, other external customers, or internal customers.
  • Direct Storage Program Office personnel to develop new staging-related capabilities including items such as procurements, tooling fabrication, and capital asset project maturation while collaborating with Nuclear Security Enterprise (NSE) subject matter experts.
  • Direct Storage Program Office personnel to develop and maintain subcontracts that support office objectives.
  • Direct Storage Program Office personnel to coordinate site visits that support program objectives.
  • Direct Storage Program Office personnel to conduct internal assessments, reviews, and analysis of programmatic operations including documenting results and developing reports.
  • Direct CPP personnel to develop and maintain approved procedures to implement program objectives.
  • Direct CPP personnel to conduct project exploration, plan budgets and schedules, and coordinate resources to complete the assigned work scope.
  • Support the Nuclear Material Review Board as a voting member to assess the relative risk to the CPP of receiving NM items at the NNSS.
  • Represent the NNSS Storage Program in interactions with NSE partners.
  • Provide interface support for funding sponsors and MSTS supporting organizations.
  • Provide program management support for periodic task planning, Future Years Nuclear Security Plan (FYNSP) development, and Storage Program Plan development.
  • Support external reviews and assessments conducted by DOE/NNSA or other organizations.
  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Must have a working knowledge of DOE O 410.2
  • Must have a working knowledge of the NNSS Nuclear Material Review Board process.
  • Experience in assessing an inventory of nuclear material including identification and documentation of programmatic responsibility for items in the inventory.
  • Experience in characterizing nuclear material including identification and documentation of key material characteristics.
  • Experience in effectively managing National Security items and Restricted Use items.
