The Assistant Director will work with the Director of the Low-Income Taxpayer Clinic pertaining to the daily operations of the University of Baltimore’s School of Law’s Low-Income Taxpayer Clinic. These responsibilities include assisting with client representation, collaborating with law students, assisting with student training and advising on case issues and management, conducting community outreach and education, and grant administration/reporting and IRS compliance.This position works 30 hours/week during the academic year and 40 hours/week during the summer.
Responsibilities:
Tax Clinic Operations
Assist the director with daily operations of the Tax Clinic including creating the curriculum, reviewing student case files and memos, providing feedback on students, etc. Consult on US Tax Court and litigation cases represented by law students in the clinic.
Assist Clinic Director in managing Tax Court Calendar Call program in Baltimore, Maryland.
Provide advice, intake, and consultations to prospective clients as needed.
Represent clients when students are not in the clinic, and/or when Clinic Director is unavailable.
Update and add client management system designations for grant reporting purposes.
Student Training and Mentorship
Assisting the Director to train law students on federal income tax law, Internal Revenue Service regulations and procedures, and United States Tax Court rules and procedures, including trial advocacy skills, motions practice and other litigation-related skills, in connection with weekly seminars. Mentor students on concepts of core lawyering skills necessary for legal representation of clients, including but not limited to interviewing and counseling clients, research and fact investigation, legal analysis, negotiation, problem solving and case management, drafting IRS and Maryland Comptroller correspondence and legal memos, and oral advocacy.
Create a litigation-based training module for law students with mock trial exercises.
Prepare students for real world practice with focus on skills necessary for successful associate practice in a law firm.
External Outreach
Assist with the development of and conduct community education and outreach programs for Maryland taxpayers on a range of personal federal income tax matters. This includes making contact with and connecting with local non-profit organizations which serve the same client population, as well as presentations to community groups. In addition, there will be special emphasis placed on ESL organizations, to be pro-active in preventing tax issues for immigrants and refugees.
Liaison with government stakeholders such as the U.S. Tax Court, Internal Revenue Service, Maryland Comptroller’s Office.
Create flyers and marketing materials for the Clinic
Write articles for tax journals and publications
Speak on panels at tax conferences
Write blog posts/articles for lay people
Minimum Qualifications:
Education: Juris Doctorate and an LLM in Taxation
Experience: Five years of experience as a tax attorney barred
