The Verification Technologies Group with the Nuclear Nonproliferation Division (NND) is seeking a verification information specialist to apply safeguards policy experience and technical expertise (nuclear fuel cycle, geographical information system (GIS), open source analysis) to support multiple projects primarily sponsored by the National Nuclear Security Administration (NNSA) with emphasis on the Office of Nonproliferation and Arms Control (NPAC), and International Atomic Energy Agency (IAEA).

 

Major Duties/Responsibilities: 

  • Leverage experience to catalyze comprehensive NND support to NPAC and IAEA.
  • Develop international safeguards measures and verification guidance for the nuclear fuel cycle (NFC).
  • Bolster day-to-day operations of a small multi-disciplinary team of ORNL staff focused on developing and deploying geographical information system (GIS) and satellite data for nuclear nonproliferation missions.
  • Design and implement effective approaches to solving nonproliferation and verification challenges.
  • Liaise directly with sponsor customers, including foreign partners, to communicate project status and articulate project impact.
  • Identify emerging needs of existing sponsors and conceive, develop, and implement initiatives to address those needs
  • Conduct outreach to new sponsors, including conducting background research, identifying value-added scientific and technical capabilities, and supporting outreach strategy and execution
  • Occasional domestic and international travel to support project work

Basic Qualifications:

  • BS in nonproliferation or GIS-related field and four (4) years of relevant experience.

 

Preferred Qualifications:

  • Knowledge of the NFC and emerging technology with emphasis on reactor technologies.
  • Demonstrated ability to write reports as well as collaborate on journal publications and conference presentations.
  • Excellent interpersonal and communication skills (written and verbal) to interact with co-workers, sponsors, research collaborators, and industry personnel. 
  • Ability to excel in a team environment with peers, mentors, and non-subject matter experts.
  • Technical proficiency with GIS technologies, data scripting, and information management.
  • Direct work in open-source analysis and satellite imagery collection and analysis, preferably within the nuclear nonproliferation domain.
  • Experience with safeguards policy through direct support to the NNSA and/or the IAEA.
  • Working knowledge of International Atomic Energy Agency safeguards
