Contract and Grants Specialist I - Limited Service

Overview
This position ensures all the details work in unison, by harmonizing program goals, fiscal oversight, and State policies and procedures. The successful candidate will be detail oriented, organized, have an aptitude for drafting, proofreading, and editing, be capable of budgetary review and monitoring, be a systems thinker who understands business workflow, is comfortable using software and technology, and is able to work independently and as part of a team.
In addition, the Contract and Grants Specialist also plays a role in activities related to purchasing, accounts payable, storage & fulfillment, expenses, and travel oversight.
This is a hybrid position with the privilege of both remote and in-office work.
Examples of Work
Drafts and processes contracts, grant agreements, and memoranda. Maintains tracking systems for work in process. Determines if justification is adequate for amendment requests for contracts and grants. Confers regularly with the State's Risk Management Division and the Attorney General's Office on matters involving insurance coverage, protection from liability and other legal and procedural issues.
Provides guidance and training to division staff on procurement procedures for standard bidding, simplified bidding, small purchases, and the many facets of contracting. Provides guidance and training to agency or department staff on state and federal grant procedures. Provides contract and grant administrative and technical support to agency/department staff, grantees, contractors, and consultants. Provides assistance to contract, grant and business managers to ensure invoices are compliant with the statements of work.
Reviews and comments on the scopes of work, for services or products. Participates in the resolution of language disputes for grant agreements and personal service contracts. Performs preparation and processing of grant agreements and contracts. Participates in the consultant and contractor selection process, which may include short-listing, review and analysis of technical proposal, and clarification of submitted documents.
Knowledge, Skills and Abilities
Knowledge of requirements, language, terms, and conditions relative to contracts and grants, especially performance based.
Ability to apply State and Agency policies and procedures pertaining to contracting, procurement and grant administration to division work.
Knowledge of the principles and practices of public administration.
Knowledge of the principles and practices of contract and grant administration.
Ability to interpret and apply complex laws, rules, and regulations in the contract and grant administration areas.
Knowledge of data processing capabilities in facilitating record maintenance and project management.
Ability to establish and maintain effective working relationships with contractors, grantees, Agency staff and other municipal, state and federal government staff members.
Ability to communicate effectively, both orally and in writing.

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors
Duties are performed in a standard office setting but may involve some travel for which private means of transportation is required. Some evening or overtime work may be necessary. Interaction with grantees, contractors and consultants through phone contact is required.
Minimum Qualifications
Bachelor's degree in accounting, business management, financial auditing, grants administration, or another closely related field.
