JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for Engineering Program Manager to join our Advanced Science and Technology Division at the Applied Research Laboratory (ARL) at Penn State University. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

You will:

  • Provide Information Warfare (IW) subject matter expertise to create business development opportunities of select Combatant Commands (CCMD) and rely on relationships with Pacific Fleet (PACFLT), Tenth Fleet (TENTHFLT), the Joint Force, IC, and Combat Support Agency (CSA)
  • Provide knowledge and expertise to enhance expertise on evolving, and emerging technologies or technological trends that influence the mission, functions, and tasks of Naval Operational Architecture (NOA), and digital integration portfolios
  • Conduct research and development capability-based assessments, lead demonstrations, experiments, and program analysis efforts
  • Provide insight, balanced perspective, and ability to work with various governmental authorities and cross governmental offices
  • Provide knowledge, insights, and projections regarding defense-related technology and associated trends germane to the US Navy’s investments in the digital integration portfolios
  • Facilitate the knowledge of technology-related doctrine, assessments, processes, and capabilities with the potential to accelerate delivery of capabilities through rapid prototyping / rapid fielding and experimentation.

Minimally requires a Masters’ degree and 8 years’ related experience or an equivalent combination of education and experience.

Required skills/experience areas include:

  • Understanding of DoD requirements generation, resource programming, policy development, and engagement with the Navy, Joint Force, and Intelligence Community (IC) stakeholders.
  • Ability to liaise and brief external partners to establish intergovernmental partnerships
  • Active TS/SCI Clearance
  • Strategic Planning
  • Good communication and writing skills

Your working location will be fully on-site, located at a customer facility in the Washington, DC or Annapolis Junction, MD.
