SUMMARY
As a Construction Project Manager supporting a fast-paced Job Order Contract (JOC) and Indefinite Delivery/Indefinite Quantity (IDIQ) program for CONS EAST, you will lead the full lifecycle of multiple task orders simultaneously balancing competing priorities across cost, schedule, quality, and safety. This role demands a self-driven, highly motivated, and solutions-oriented professional who thrives in an environment where agility, speed, and accountability are essential. You will ensure project delivery excellence in collaboration with federal clients and subcontractor teams across the Southeast region, reporting directly to the Program Manager.
CORE RESPONSIBILITIES
- Lead cradle-to-grave execution of multiple, concurrent task orders under a federal JOC/IDIQ program.
- Develop detailed scopes of work, pricing strategies, and execution plans aligned with JOC unit price books (e.g., RSMeans).
- Drive rapid project mobilization, especially for time-sensitive or emergency response orders.
- Coordinate internal estimating, procurement, and field execution resources to meet demanding JOC timelines.
- Proactively mitigate risk, resolve field challenges, and implement corrective actions without delay.
- Manage task order budgets, cost-to-complete tracking, and change order processes to ensure profitability.
- Maintain real-time communication with Government stakeholders and internal leadership to ensure alignment.
- Enforce compliance with federal contracting regulations, EM385-1-1, and project-specific safety and quality standards.
- Lead and mentor assistant PMs, field supervisors, and subcontractors—fostering a culture of urgency, ownership, and continuous improvement.

TASK-DRIVEN EXPECTATIONS
Daily:
- Track and coordinate the execution of active task orders.
- Review project status, subcontractor progress, and material/equipment readiness.
- Ensure field teams adhere to scope, schedule, and safety requirements.
- Update stakeholders through timely written and verbal communication.
Weekly:
- Conduct subcontractor progress meetings and lookahead reviews.
- Submit required updates to the Government, including schedules, photos, and quality/safety documentation.
- Verify alignment of invoicing and field progress for earned value reporting.
Monthly:
- Lead financial health reviews for each task order (CTC, WIP, margin).
- Evaluate subcontractor performance and initiate any needed performance improvements.
- Lead team retrospectives and share lessons learned across active and completed projects.
PERFORMANCE INDICATORS
- Task Order Turnaround Time: Award to NTP initiation within 10 business days (target).
- Execution Timeliness: 90%+ on-time task order completion.
- Margin Protection: Maintain or improve gross margin across all active task orders.
- Government Feedback: CPARS ratings of Satisfactory or better across all projects.
- Safety: No lost-time incidents and EMR below industry average.
SUPERVISORY RESPONSIBILITIES
Direct supervision of Assistant PMs, Field Supervisors, and QC/SSHO personnel. Responsible for personnel performance, team development, and mentoring.
QUALIFICATIONS
- Bachelor’s Degree in Construction Management, Civil Engineering, or equivalent.
- Minimum 7 years of construction project management experience, with at least 3 years managing JOC, IDIQ, or MATOC contracts in the federal sector.
- Deep understanding of NAVFAC, USACE, or similar federal contract execution.
