POSITION SUMMARY

The Director of Operations is responsible for the overall day-to-day functioning of the agency. This includes ensuring employees have proper equipment and access to systems necessary to perform their duties, oversight and management of the Program Services unit that supports the entire agency and works closely with and supervises the Human Resources Manager.
The Chief Fiscal Officer (CFO) is a fiscal and operational administrator position that plays a critical role in developing and implementing financial strategy for the overall management and oversight of agency-wide resources. The CFO directs all fiscal functions of the Massachusetts Sex Offender Registry, including the Agency’s annual spending budget of approximately $7M in state appropriated funds and a trust account funded by yearly fees. The CFO ensures that required financial resources are available to facilitate the Agency’s mission to promote public safety through educating and informing the public in order to prevent further victimization.
The CFO plays a major role in decisions around the allocation of resources to execute Agency priorities and serves as a member of the senior leadership team, reporting directly to the Chair. The CFO leads and manages or performs the following functions, while working closely with and supervising the Accountant: budget, finance, procurement, contract, payroll, purchasing, accounts payable, revenue, internal controls, and Interdepartmental Service Agreements (ISAs). The CFO ensures that all financial planning is compliant with the Executive Office for Administration and Finance (A&F) priorities, spending and staffing targets, program objectives and maximizes the use of available funding.
What do you do? Percentage of Time
1. Operations management 30%
-Oversee and manage Program Services Unit (3 employees) responsible for
mailing of annual registration packets, maintenance of office support equipment,
oversight of the ESORI database, security systems and SORB website.
-Assist with enhancements to the Sex Offender Registry Board ESORI database,
SORIS2 and Unity databases and serve as point of contact for UnityPlus and
ESORI database issues.
-Oversee the Human Resources Manager and work closely with them on all
personnel issues.
2. Fiscal Management, Oversight and Planning 40%
- Monitor all agency spending to ensure that spending is consistent with
the agency’s budget and spending plans; oversee/approve all MOSAIC
transactions.
- Oversee accounts payable and receivable, cost evaluations, and the agency
accounting system; oversee the agency’s Accountant.
- Evaluate Agency’s fiscal challenges for corrective action.
- Maintain close working relationships with the Chief of Strategy and
Finance and Deputy CFO of EOP
