Job Description

As the Resident Project Representative (RPR), you will serve as the on-site representative of the Engineer of Record (EOR) for a major design-build project in Guam. You will be responsible for observing and documenting construction activities, providing technical support to the EOR, and serving as a liaison between the contractor’s construction team and the design team. The impact you will make is ensuring that the project is built in general conformance with the design documents, specifications, and applicable codes, while maintaining independence from the contractor’s means and methods. 

This is a two-year field assignment with a structured rotation of 42 working weeks and 10 weeks of vacation annually. To qualify, you must hold the necessary work visa and documentation to work in Guam if you are not a citizen of the U.S..

What You Will Do: 

  • Represent the EOR on-site, providing daily construction observation and documentation. 
  • Monitor construction activities for general compliance with design drawings, specifications, and industry standards. 
  • Document daily site activities, including manpower, progress, materials, and testing results. 
  • Review contractor submittals, RFIs, shop drawings, and change proposals, coordinating with the EOR for timely responses. 
  • Report deviations from contract documents or potential constructability issues to the EOR. 
  • Participate in site meetings and provide technical input on behalf of the EOR. 
  • Verify contractor quality assurance testing and inspection programs are performed and properly documented. 
  • Support the EOR in reviewing contractor pay applications and progress reports. 
  • Promote compliance with safety, environmental, and regulatory requirements. 
  • Maintain detailed and accurate field records for EOR project files. 

Qualifications

What You Will Bring:

Education & Experience 

  • Bachelor’s degree in Civil Engineering, Construction Engineering, or a related field (required). 
  • Engineer-in-Training (EIT) certification required; Professional Engineer (PE) license preferred. 
  • Minimum of 5–10 years of relevant field engineering or resident project representative experience, preferably with design-build or international projects. 
  • Prior experience on military, federal, or island-based construction projects considered an asset. 

Skills & Competencies 

  • Expert technical knowledge of construction practices, methods, and materials. 
  • Ability to read and interpret engineering drawings and specifications. 
  • Effective written and verbal communication, with strong documentation skills. 
  • Proficiency in field management software (e.g., Procore, Bluebeam, MS Project). 
  • Ability to work independently in a remote site environment while maintaining alignment with the EOR team. 
  • Commitment to safety, quality, and adherence to professional engineering standards. 

Additional Information

  • You will be on-site in Guam for 42 weeks per year, with 10 weeks vacation provided annually. 
  • Field-based work in active construction environments, with exposure to tropical climate conditions. 
  • Extended international assignment; relocation support and housing arrangements provided. 
  • Must have valid work authorization for Guam. Non-U.S. citizens must obtain appropriate visas prior to assignment.
