Overview
To perform high level technical and administrative work relating to planning, organizing and directing the asset management processes within the Utility Department. The work also involves the maintenance, expansion, and oversight of an effective condition-based asset management program. Work involves the performance of complex planning and management duties to leverage asset management data for replacement programs, project planning, and short, intermediate and long-term financial forecasting.
Essential Functions
Develops control strategies to reduce risk and improve asset utilization, determines predictive strategies, and performs root cause failure analysis methods to reduce down-time and increase efficiency.
Performs or directs the preparation and maintenance of asset management plans including lists and hierarchies, identification of asset inventory/condition, and the calculation of business risk evaluations.
Prepares or reviews calculations for determining asset present value and life cycle costs.
Advises the Department Director or designee as appropriate, regarding alternatives for cost-effective operations/maintenance and long-term asset investment planning.
Works with Operations and Maintenance and engineering staff to develop standards for evaluating life-cycle costs and business risk evaluation on asset data.
Develops scope of work documents for RFIs and RFPs related to professional services or capital projects and assists with contract language as required. Manage procurement and professional service contracts as necessary.
Performs business analysis and database development during implementation and ongoing operation/utilization of various software applications including City Works, AMMS, Trihedral VT SCADA, and Neptune 360.
Performs analytical duties specific to strategic initiatives, regulatory mandates, and long-term organizational goals such as concurrency tracking, capacity/water demand projections, water loss reporting, and consumptive use permits.
Acts as project coordinator for the department with implementation of software applications. Collaborates with City IT staff to maintain GIS linear and vertical asset database.

Minimum Qualifications
Bachelorās degree from an accredited college or university in computer science, GIS, Finance, or engineering,
Five (5) years of progressively responsible experience in asset management, GIS, engineering, or related field with two to three (2-3) years in a supervisory or management capacity,
Or any equivalent combination of education and experience which provides the neces
