Job Summary:

This position serves as one of three Deputy State Engineers providing leadership and guidance to the ADOT Infrastructure Delivery and Operations Divisions (100) Group Managers and District Engineers throughout the State of Arizona. These three positions are responsible for operations, maintenance, project development, contracts, and construction project delivery. This position provides oversight, leadership, and guidance to five engineering and technical Groups and Sections, overseeing day to day operations for the Bridge Group,, Right of Way Group, Roadway Engineering Group,, Traffic Engineering Group,, and the Utilities and Railroads Section. This position also coordinates with Project Management Group and Environmental Planning Group in delivering the five-year construction program in 20-30-30-20 yearly format. Leads, coaches, and offers guidance to Group Managers and Section Leads In regards to budget and managerial resources that are available In order to ensure successful project delivery and operations of the state highway system. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Provides oversight, leadership, and guidance in continuously improving project delivery for preservation, modernization, and expansion projects. Provide oversight and guidance relating to design activities in the delivery of the ADOT five year program, on time, as scoped, and on budget.

  • Represents the department and provides expertise and assistance to all appropriate technical and operational areas, federal and local governments, state agencies, contractors, state transportation board, AGC, ARPA, ACEC, MAG and PAG and other stakeholders.

  • Lead the five groups and staff on process improvement, organization staffing, training, quality and performance Improvements, strategic planning and budget Issues. Coordinate and facilitate decision making at the speed of business.

  • Leads innovation such as PBPD, Digital Deliver, and other state-of-the-industry technologies and strategies.

  • Oversees the five groups in the efficient technical delivery of construction projects and through accountability at the speed of business. Will represent the department as an expert witness in litigation brought against the state.
Knowledge, Skills & Abilities (KSAs): Knowledge in:
  • Civil Engineering principles and their application to highway design, construction, and maintenance Standard industry practices in transportation construction, contract administration practices, and their application in design, construction, management systems and their functions. 
  • Project management process for construction and maintenance project delivery and operations Innovative design strategies and standards.
  • Organizational and operational procedures of ADOT IDO and State government, including budgetary, legislative, contracting, personnel, and procurement processes, and their responsibilities and authority of various agencies in State government.
  • Federal and State highway programs and associated processes.
  • Performance Based Practical Design (PBPD).
  • Performance management programs.
