ICF seeks experienced SAMHSA Block Grant Grants Management Specialist to provide federal grants assessment and management training and technical assistance (TTA). In this role you will support U.S. Department of Health and Human Services grantees to build capacity and infrastructure to improve management of federal awards to support substance abuse prevention, treatment, and recovery support services and mental health services.

We are open to supporting 100% remote work anywhere within the US.

Applicants should have the ability and willingness to travel up to 25%.

What you will do

  • Conduct site visits to assess grantees’ grant management systems, adherence to federal requirements, and implementation of grant objectives/deliverables.
  • Develop reports summarizing findings from reviews of grantee documentation and site visits including identification of needs for TTA.
  • Provide grantees with the necessary TTA (both remote/onsite), grants management knowledge, and resources needed to meet federal grants management requirements.
  • Participate in webinars, conferences, regional meetings, and other events to increase awareness and knowledge of federal grants management requirements.

Your minimum qualifications

  • Minimum of Bachelor’s degree in finance, business administration, public administration, or a related discipline.
  • Minimum of 6 years of experience in Federal grants management, financial management, business administration, public administration, or organizational development-related disciplines.
  • Minimum of 1 year of experience working within state mental health and/or substance abuse systems.

Additional qualifications we expect you to have

  • Experience providing TTA to American Indians/Alaska Natives, U.S. Territories, or States.
  • Experience with SAMHSA requirements for the Community Mental Health Services Block Grant (MHBG) and/or Substance Use Prevention and Treatment Recovery Support Services (SUPTRS) Block Grant.
  • Experience with technology, e.g., setting up audio/visual equipment and comfortable with technologies that facilitate virtual meetings and communication.
  • Experience working with federal grantees and a client-service orientation.

Professional skills you will use

  • Demonstrated experience and ability to perform a full range of grants management, public administration, or organizational development-related work.
  • Demonstrate excellent analytic and effective communication skills, including the ability to synthesize data from multiple sources and develop reports.
  • Ability to plan, organize, and manage the provision of direct technical assistance services to the field; evaluate curriculum or training; conduct needs assessments; and develop publications.
  • Demonstrate knowledge of national trends and initiatives related to substance use treatment and prevention systems as well as community mental health systems; the organizations and individuals actively leading the field; and effective program and project implementation.
  • Applicants should have the ability and willingness to travel up to 25%.
