Job Description:
This position plays a vital role in ensuring safe, effective, and high-quality treatment services for youth by managing accreditation standards, guiding policy development, and serving as a key liaison across multiple state and local agencies.

As the DHHS Program Manager II for the Juvenile Justice Support Services, you will provide strategic leadership and operational oversight.
Key Responsibilities:
- Oversee compliance with all accreditation and licensure standards, including:
- American Correctional Association (ACA)
- Prison Rape Elimination Act (PREA)
- Joint Commission
- Public Health Licensures for Child Caring Agencies and Mental Health/Substance Use programs
- Serve as inter-agency liaison with stakeholders such as:
- Office of Probation Administration
- County and juvenile courts
- Law enforcement
- Other DHHS divisions
- Collaborate with internal and external partners to:
- Draft and review legislative reports
- Ensure standard/statute compliance and accreditation
- Guide long-range planning and daily operations
- Develop and implement multi-agency strategies
- Construct and implement process improvement initiatives
- Incident response, investigation, and review
- Policy and procedure maintenance and compliance
Requirements/Qualifications
Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis
Preferred Qualifications:
Extensive experience (5+ years) in juvenile justice, child welfare, or youth residential programming.
Strong background in regulatory compliance and accreditation processes.
Proven success in managing teams, building partnerships, and overseeing large-scale systems or initiatives.
Other: Valid driver's license or the ability to provide independent authorized transportation. Occasional overnight travel is required.
💵Salary: Starting rate $30.50/per hour, Min Permanent Rate $32.025 after successfully completing probationary period.
📍Location can be at one of the following sites Lincoln, Kearney or Hastings.
