The Massachusetts Department of Public Health (DPH) is seeking a dynamic and experienced Registered Pharmacist to act as the Director of Operations for Pharmacy Services. In this role, you will serve as an essential leader in overseeing and advancing pharmacy operations across multiple state agencies, including the Executive Office of Health and Human Services (EOHHS) and the Executive Office of Public Safety and Security (EOPSS). This opportunity ensures the delivery of efficient, compliant, and high-quality pharmacy services while providing strategic oversight of a key vendor contract. With responsibility for everything from drug procurement and distribution to system-wide licensing and regulatory compliance, the Director plays a critical role in improving public health outcomes through effective medication management.

This position combines leadership in operational strategy with hands-on facility oversight, including the management of pharmacy infrastructure, information systems, inventory, and professional staffing. Candidates will have the opportunity to shape future pharmacy services through contract negotiations, technology enhancements, and collaborative partnerships across state departments. Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Oversee the delivery, quality, and compliance of pharmacy services provided by the contracted vendor, including conducting regular and ad hoc audits to ensure adherence to contractual obligations.
  • Lead strategic planning for short- and long-term pharmacy service operations, ensuring optimal use of pharmacotherapy and cost-effective service delivery across all facilities.
  • Oversee and maintain regulatory compliance, including oversight of licensing requirements (DEA, DPH, Board of Pharmacy) and adherence to all relevant federal, state, and local laws.
  • Administer and enhance the computerized pharmacy information system, ensuring data integrity, operational efficiency, and integration with related systems such as laboratory and patient records.
  • Provide financial oversight of pharmaceutical expenditures, including inventory management, contract negotiations, vendor coordination, and budget development in alignment with procurement policies.
  • Collaborate with internal departments and external agencies to coordinate the procurement and delivery of critical pharmaceuticals, including specialized medications such as naloxone and potassium iodide.
  • Act as facility operations manager for the pharmacy, with responsibilities including the maintenance and repair of equipment, IV room oversight, vault security, and general infrastructure management.
  • Participate in vendor selection and contract renewal processes, including proposal evaluation, negotiations, and award decisions for future pharmacy service contracts.
  • Direct the recruitment, evaluation, and assignment of pharmacy staff, and implement systems to verify professional licensure, credentials, and compliance with continuing education requirements.
  • Serve as a liaison to resolve operational conflicts and interdepartmental issues, while also advising on administrative, financial, and personnel policies that impact pharmacy operations.
